Job description
DM&T and Upstream Capital Projects across ADNOC need the right people on the right project at the right time, and this Senior Specialist, Resource Management & Mobility at ADNOC HQ in Abu Dhabi keeps that resourcing on track. A rolling demand and capacity plan by project, phase, discipline, location and contractor or PMC highlights gaps, surpluses and critical roles. Mobilisation runs end to end, from requests and approvals through onboarding, site access, rotations and demobilisation, coordinated with Human Capital, project teams and PMCs. Role profiles, staffing templates and the competency library are kept current, and competence evidence for deployed staff is checked against them. Internal vacancies are filled through shortlisting, interviews and offer tracking aligned to project milestones. Weekly and monthly dashboards show mobilisation status, vacancies, critical roles and forecast against actual, and management submissions for exceptions and urgent mobilisations are drafted here. Workforce plan adherence, nationalisation targets and contractor ratios are monitored, and recurring bottlenecks are fixed through better trackers, templates and SLAs. Candidates need a bachelor's degree in engineering or business and 10 years in oil and gas or capital projects, including 6 in resource management, workforce planning or mobility, with Power BI and advanced Excel skills and CAPM or PMP preferred.
