Job description
The Senior Legal Counsel (Presight; JV context: Takamul) will provide end-to-end legal leadership for commercial and government contracting to support national-scale financial infrastructure initiatives in the UAEācovering platforms such as Instant Payments, Central Bank Digital Currency (CBDC), and the Jaywan domestic card schemeābased in Abu Dhabi within the Legal function. The role drafts, reviews, and negotiates high-value agreements with vendors, technology providers, and government stakeholders; partners with procurement to ensure tendering, RFPs, and vendor selection are legally sound and compliant; advises on supplier performance frameworks, service-level agreements (SLAs), and dispute avoidance strategies; and aligns contract terms with joint venture policies and shareholder requirements. It ensures operations and agreements comply with UAE laws and regulations, including CBUAE regulations, financial services laws, data protection, and labor law; maintains up-to-date knowledge of evolving legislation and provides practical guidance; and develops and maintains internal policies and templates to standardize contracting and compliance. Acting as a trusted advisor to executive management and business leaders, the counsel liaises with external counsel to ensure efficient, value-driven outsourced support and contributes to embedding a culture of compliance and accountability. The engagement spans commercial and scheduling/operations interfaces, with pragmatic, business-oriented counsel that balances legal risk management with strategic objectives. Working conditions are full-time with hybrid/remote options per company policy.

Key responsibilities
- Draft, review, and negotiate high-value commercial and government contracts with vendors, technology providers, and government stakeholders
- Provide clear, pragmatic legal advice to business and procurement teams on contractual structures, obligations, and risks
- Support and oversee contract lifecycle management to ensure timely execution and performance monitoring
- Partner with procurement to ensure legally compliant tendering, RFPs, and vendor selection processes
- Advise on supplier performance frameworks, service-level agreements (SLAs), and dispute avoidance strategies
- Align contract terms with joint venture policies and shareholder requirements
- Ensure compliance with UAE laws and regulations, including CBUAE regulations, financial services laws, data protection, and labor law
- Monitor evolving legislation and provide practical, business-focused guidance on regulatory impact
- Develop and maintain internal legal policies, templates, and standardized compliance processes
- Act as a trusted advisor to executive management and business leaders to enable strategic decision-making
- Liaise with external counsel and manage outsourced legal services for efficiency and value
- Contribute to building and reinforcing a culture of compliance and accountability across the organization
Experience & skills
- Hold an LLB or JD from a recognized university; LLM preferred
- Bring 10+ years of post-qualification legal experience with significant UAE exposure
- Demonstrate a proven track record managing complex vendor and government contracts in regulated industries (finance, telecom, technology, or infrastructure)
- Show strong knowledge of UAE commercial, procurement, and regulatory frameworks, including CBUAE regulations, financial services laws, data protection, and labor law
- Possess experience working with or advising on government-related projects (highly desirable)
- Be fluent in English; Arabic proficiency optional
- Exhibit business-oriented judgment with pragmatic legal solutions, strong negotiation and drafting skills, and attention to commercial outcomes
- Communicate effectively with senior executives, government entities, and international partners, and operate collaboratively in a fast-evolving joint venture environment
