Job description
The Lead Cost Control Engineer is responsible for developing, implementing, and managing cost control frameworks for complex Oil & Gas projects across FEED, PMC, and EPC phases. This role ensures cost efficiency, compliance with contractual obligations, and alignment with ADNOC standards. The position involves leading the evaluation of bids, analyzing variation claims, preparing financial authorizations, and coordinating with Project Control Managers to maintain budget integrity and accurate financial reporting across all project stages.

Key responsibilities
- Develop contractual cost control and estimation requirements for inclusion in FEED, PMC, and EPC agreements.
- Evaluate technical bids for compliance with contractual cost control and estimation clauses, providing bidder clarifications as needed.
- Prepare and finalize the cost-related portions of technical evaluation reports and contract documentation.
- Assess variation requests and contractor claims, preparing counter-estimates and recommending management action based on contractual unit rates.
- Prepare Authorization for Expenditure (AFE) and Authorization for Funding (AFOU) documents for ongoing projects.
- Coordinate with Project Control Managers across all PMCs to ensure adherence to project control procedures and standards.
- Ensure all costs are accurately charged to the correct account codes and project cost centers.
- Support management in decision-making through precise cost analysis, forecasting, and trend reporting.
- Monitor cost performance throughout project life cycles to ensure delivery within approved budgets.
- Maintain documentation and cost records in compliance with corporate and client (ADNOC) standards.
Experience & skills
- Bachelor’s Degree in Engineering (Mechanical, Civil, or equivalent discipline).
- Minimum 15 years of experience in the Oil & Gas industry, with at least 5 years in a cost control leadership position.
- Proven experience with ADNOC or equivalent national oil company project frameworks is mandatory.
- Comprehensive understanding of FEED, PMC, and EPC project phases and contractual cost structures.
- Proficiency in project control tools, cost management software, and financial reporting systems.
- Strong analytical, problem-solving, and commercial acumen.
- Excellent communication, coordination, and documentation skills.
- Ability to work in multidisciplinary environments and manage cross-functional teams.
- Demonstrated experience in claims management, bid evaluation, and cost forecasting.
