Mövenpick Hotel Waad Al Shamal in Turaif, Saudi Arabia, part of the Accor network with more than 45 brands, 5,500 hotels, and 10,000 restaurants and lifestyle destinations, is seeking a People & Culture Manager (Saudi National) to oversee all People & Culture and Human Resources Management functions while ensuring compliance with human rights standards, anti-discrimination laws, ethical employment practices, and government employment regulations. The role involves reviewing and updating People & Culture policies and procedures, monitoring social legislation, labor law, and human rights regulations, and making recommendations to management to maintain fair and equitable workplace practices. The position includes monitoring the Performance Appraisal Program, advising department heads, ensuring fair employee evaluations, and maintaining compliance with hotel policies and procedures. The People & Culture Manager will prepare periodic People & Culture reports, including diversity, inclusion, and human rights compliance metrics, manage HR correspondence, and counsel employees on career planning, employee relations, and conflict resolution. The role includes developing recruitment strategies, talent acquisition initiatives, manpower planning, workforce planning, and coordinating hiring activities with department heads and General Manager following HR compliance and diversity and inclusion programs. Responsibilities include implementing employee development programs, overseeing social, athletic, and recreational team member activities, maintaining professional relationships with internal departments and external contacts, and investigating disciplinary actions to ensure compliance with labor law, human rights standards, and company policies. The role requires proficiency in HR reporting tools, MS Excel, Microsoft Word, PowerPoint, strong knowledge of labor law and social legislation, and delivering People & Culture initiatives aligned with Accor’s responsible hospitality vision in a remote location in Turaif, Saudi Arabia.

Key responsibilities
- Review and update People & Culture policies and procedures, human resources materials, and employment documentation to ensure compliance with human rights standards, anti-discrimination laws, ethical employment practices, and government employment regulations
- Monitor present and future trends in local labor law, social legislation, and human rights regulations, analyze impacts on workforce planning, and provide recommendations to management to maintain fair and equitable workplace practices
- Administer and monitor the Performance Appraisal Program, advise department heads, ensure fair evaluations, track performance metrics, and maintain compliance with People & Culture policies and procedures
- Develop and implement recruitment strategy, talent acquisition processes, manpower planning, and workforce planning while promoting diversity and inclusion programs and equal opportunity hiring practices
- Prepare and submit People & Culture reports including diversity metrics, inclusion initiatives, human rights compliance data, workforce analytics, and HR reporting requirements using HR reporting tools and Microsoft Office applications
- Counsel employees and management on employee relations, conflict resolution, career planning, disciplinary procedures, and workplace compliance ensuring alignment with labor law and human rights standards
- Coordinate recruitment and hiring activities with department heads, divisional leaders, and General Manager, ensuring adherence to established standards, HR compliance policies, and inclusive hiring practices
- Investigate disciplinary actions, review compliance with labor law, human rights standards, and hotel policies, consult with management and legal advisors, and recommend fair and equitable corrective actions
Experience & skills
- Possess Bachelor’s Degree in Human Resources Management or Hotel Management with minimum 3 years Human Resources Management experience within hospitality or related environment
- Demonstrate strong knowledge of Labor Law, social legislation, human rights regulations, government employment regulations, and HR compliance standards
- Maintain proficiency in MS Excel, Microsoft Word, PowerPoint, and HR reporting tools for workforce analytics, reporting, and performance monitoring
- Demonstrate experience in recruitment strategy, talent acquisition, manpower planning, workforce planning, and diversity and inclusion program implementation
- Show experience managing Performance Appraisal Program, employee relations, disciplinary procedures, and conflict resolution processes
- Demonstrate ability to prepare People & Culture reports, diversity metrics, inclusion reports, and human rights compliance documentation
- Maintain fluency in English language with reading, writing, and oral proficiency; English and Arabic speaker preferred
- Demonstrate ability to work in remote location in Turaif, Saudi Arabia, coordinate cross-functional departments, and ensure compliance with People & Culture policies and procedures
