Job description
The Head of Quality β Air Navigation Services at Serco in Dubai is responsible for establishing, developing, and managing the Quality Management System (QMS) for Air Navigation Services in accordance with UAE General Civil Aviation Regulations (GCAA) and Serco Group policies. This senior role involves serving as the principal liaison with the GCAA, managing audits, regulatory engagement, and documentation submission, while overseeing compliance monitoring across ANS and ATS units. The position ensures continuous improvement of the QMS, development and implementation of the Quality Assurance Programme, internal audits, surveillance, corrective actions, and reporting to senior management. The role requires promoting a strong non-punitive reporting culture, managing quality documentation, guiding and training Quality Officers and ANS staff, and providing accurate quality intelligence, including management review reports and trend analysis. The position requires expert knowledge of aviation quality systems, ISO 9001 principles, UAE GCAA CARs, ICAO standards, auditing practices, regulatory compliance, and safety-critical quality competencies, with the ability to influence diverse stakeholders in a multi-cultural environment.

Key responsibilities
- Own and oversee the Compliance Monitoring and Quality Management System (QMS), ensuring effectiveness, performance, continuous improvement, and organisational compliance
- Act as the principal liaison with the GCAA, managing audits, regulatory engagement, documentation submission, and compliance matters
- Serve as the primary ANS Quality focal point, supporting oversight activities across ANS and ATS units and reporting directly to the Accountable Manager
- Drive the development, maintenance, and governance of the QMS in line with the Quality Management Manual and regulatory requirements
- Plan, implement, and manage the Quality Assurance Programme, including internal audits, surveillance, corrective actions, and follow-up
- Establish and maintain auditing, monitoring, and corrective action processes, ensuring regulatory compliance and continuous improvement
- Promote a strong, non-punitive reporting and quality culture, building awareness across operational and non-operational areas
- Manage quality documentation, manuals, and notices, endorsing required submissions prior to GCAA approval and overseeing quality communications
- Develop, guide, and train Quality Officers and ANS staff, advising on QMS roles, responsibilities, and regulatory requirements
- Provide accurate reporting and quality intelligence to senior management, including annual management review reports, trend analysis, and escalation of significant quality events
Experience & skills
- Expert knowledge of Aviation Quality Management Systems, including ISO 9001 principles
- Sound knowledge of UAE GCAA CARs and ICAO standards; experience with Serco Middle East quality and safety practices preferred
- Strong auditing knowledge and experience, including QA practices, compliance monitoring, and assurance principles
- Proven ability to deliver high standards of quality, customer service, and attention to detail in complex environments
- Excellent communication and interpersonal skills with a proactive, collaborative, and team-focused approach
- Confident and professional approach with the ability to resolve conflicts and implement practical solutions
- Minimum of 5 yearsβ regional experience in aviation operations and/or quality management; UAE experience desirable
- Experience working effectively in multi-cultural environments and influencing diverse stakeholder groups
- Demonstrated experience in implementing and maintaining standards and compliance programmes
- Comprehensive understanding of applicable aviation legislation, health and safety requirements, and safety-critical quality competencies
