Job description
Based in Riyadh on a major mixed-use programme, the Senior Procurement Manager leads programme management procurement for a project management consultancy, owning the full contract lifecycle from front-end to close-out. The role manages the pre-bidding process and post-bidding process, starting with activities to review/validate SOW, progressing through contract pre-award and contract award, and running rigorous technical evaluations and commercial evaluations. It directs contract drafting and T&Cs negotiating so that outcomes are accurately reflected in agreements aligned with the clientâs legal team and relevant stakeholders. Post-award, the position administers post-contract activities including extensions, terminations, amendments, change orders, and disputes, ensuring compliance with procurement policies and procedures, applicable laws, regulations, and organisational policies. The manager helps develop the client suit of templates in coordination with the clientâs legal team and stakeholders to standardise documentation and controls. The role prepares clear reports and presentations on procurement activity, using data for decision-making to drive process improvement across programme management. Throughout, it maintains close collaboration with stakeholders within a project management consultancy environment to uphold governance, transparency, and value delivery across the full contract lifecycle.

Key responsibilities
- Prepare, coordinate, and manage all activities related to SOW review/validation and the pre- and post-bidding process including contract pre-award, award, and technical and commercial evaluations
- Direct and operate the full contract lifecycle from drafting and T&Cs negotiation to incorporating outcomes in alignment with the clientâs legal team and stakeholders
- Provide procurement/contracting awareness and guidance to non-procurement staff within the line of business
- Overlook post-contract activities including extensions, terminations, amendments, change orders, and disputes
- Assist in drafting and developing the client suit of templates in coordination with the clientâs legal team and relevant stakeholders
- Assist in formulating, implementing, and improving procurement policies and procedures ensuring compliance with relevant laws, regulations, and organisational policies
- Prepare and present regular and special reports/presentations on procurement activities and use data for decision-making and process improvement
- Work on multiple tasks with competing priorities, meeting deadlines in a timely manner
- Mentor and train procurement team members (new joiners), sharing knowledge and providing support to develop skills and uplift team capabilities
Experience & skills
- Meet necessary visa criteria for the Kingdom of Saudi Arabia and hold relevant work experience on high-value projects/programmes for a project management consultancy (required for immigration and client approval)
