Job description
PMC Commissioning and Start-up Manager for an ADNOC offshore project in Abu Dhabi, based at the client office with potential fabyard and offshore rotation as required, accountable for supporting, reviewing and managing EPC Contractors across commissioning documentation, Mechanical Completion (MC), Pre-Startup Safety Review (PSSR), start-up activities, maintenance and training procedures, vendor information integration, and field coordination for a large refinery upgrade project. The role reviews and approves contractorsâ pre-commissioning and commissioning philosophies, manages day-to-day activities of the project commissioning team (coordinators, engineers, operations and maintenance specialists), and coordinates with client, contractors, suppliers and licensors to prepare the necessary documentation and procedures for a smooth and safe start-up. Responsibilities include advising on approval and use of correct pre-commissioning, commissioning and start-up procedures, preparing and assisting with EPC contractor hand-over of systems and documentation with completion of contract custody transfer documents, and preparing a final report summarizing commissioning problems, solutions, and recommended improvements and lessons learned for site closeout. The scope requires previous commissioning experience on major projects, activities related to modularization of process equipment, and experience with gas compressors (VFD) and package equipment, within GCC project environments and ADNOC offshore practices.

Key responsibilities
- Review and approve contractorsâ pre-commissioning and commissioning philosophies to ensure safe, compliant start-up.
- Manage day-to-day activities of the commissioning team, including coordinators, engineers, and O&M specialists.
- Support, review, and manage EPC contractors in Mechanical Completion, PSSR, start-up activities, maintenance and training procedures, and vendor information integration.
- Coordinate with client, contractors, suppliers, and licensors to prepare commissioning and start-up documentation and procedures.
- Advise client staff on the approval and use of correct pre-commissioning, commissioning, and start-up procedures.
- Prepare and assist with EPC contractor system handover and documentation, completing contract custody transfer documents.
- Oversee field coordination activities associated with refinery upgrade commissioning and start-up.
- Compile a final commissioning report capturing problems, solutions, lessons learned, and recommendations for site closeout.
- Plan and align commissioning priorities across fabyard and offshore rotations as required by the client.
- Ensure smooth and safe integration and start-up of modularized process equipment, gas compressors (VFD), and package equipment.
Experience & skills
- Bachelorâs degree in Engineering (mandatory).
- Minimum 20 yearsâ experience predominantly in the oil and gas industry.
- At least 5â7 yearsâ experience in a similar PMC commissioning role within GCC countries.
- Proven commissioning experience on major projects, including refinery upgrades.
- Demonstrated experience with modularization of process equipment.
- Experience with gas compressors (VFD) and package equipment commissioning.
- Ability to manage EPC contractors, commissioning teams, and multi-stakeholder coordination (client/contractors/suppliers/licensors).
- Preparedness for client-office base with possible fabyard and offshore rotation assignments in Abu Dhabi.
