Job description
The Senior Consultant / Assistant Manager ā Financial Sustainability & Spend Efficiency (FSSE) at EY MENA will play a key role in advising government and public sector clients on optimizing financial performance, enhancing spending efficiency, and achieving fiscal sustainability. The role involves leading the establishment, activation, and uplift of Spending Efficiency Units, designing operating models, conducting financial analysis, and driving cost-reduction initiatives. The successful candidate will combine technical finance expertise, consulting experience, and a deep understanding of Saudi Arabiaās procurement laws to deliver transformational impact for high-profile public sector entities.

Key responsibilities
- Lead client projects to design and implement Spending Efficiency and Financial Sustainability Units for government entities.
- Develop operating models, KPIs, and financial frameworks aligned with regulatory and strategic objectives.
- Perform detailed financial and spend analysis across CAPEX, OPEX, and procurement cycles to identify cost-saving opportunities.
- Advise clients on financial sustainability strategies, resource optimization, and performance improvement initiatives.
- Prepare and manage project documentation including charters, plans, resource schedules, and progress reports.
- Ensure timely and high-quality project deliverables within budget and scope, maintaining client satisfaction.
- Contribute to EY FSSE business development by participating in proposal writing, RFP response, and client presentations.
- Ensure compliance with EY Quality and Risk Management frameworks (SORT, PACE, etc.).
- Manage project financials including code creation, billing, invoicing, and closure in accordance with EY policies.
- Mentor and coach junior team members, providing performance feedback and supporting professional growth.
- Strengthen client relationships through regular engagement with senior government stakeholders.
- Lead internal FSSE development initiatives to enhance service offerings and best practices.
Experience & skills
- 6ā10 years of professional experience in financial analysis, spending efficiency, or strategy consulting.
- Previous consulting experience with a Big Four firm is mandatory.
- Proven knowledge of the Saudi General Procurement and Tenders Law (GTPL).
- Experience in financial sustainability, operational excellence, or government transformation projects.
- Strong project management skills with certifications such as PMP or PRINCE2 required.
- Professional procurement certifications (CIPS, CSCP, etc.) are an advantage.
- Demonstrated success in managing consulting workstreams and proposal development.
- Advanced proficiency in Microsoft Office Suite (Excel, PowerPoint, Word).
- Excellent communication, report writing, and presentation skills in both Arabic and English.
- Ability to build credibility with senior government officials and executive stakeholders.
- Analytical, detail-oriented, and results-driven mindset with strong leadership potential.
