Job description
The role leads cost estimation activities for OQ Gas Networks by developing cost models, maintaining cost databases, building estimates using approved methodologies, preparing assumptions and documentation, conducting Monte Carlo analysis, sensitivities and contingencies, monitoring EPC contractor cost performance, supporting project cost controllers with procurement and total project cost analysis, benchmarking cost and schedule performance against internal and external datasets, evaluating vendor and subcontractor quotations for materials, fabrication and construction, and applying metallurgy knowledge to assess cost implications of material selection, corrosion protection and welding requirements. The position ensures estimates comply with applicable standards such as API 5L, ASME B31.8, ASTM and NACE, drives consistency across the project lifecycle, manages updates to cost estimation procedures and templates, ensures effective use of tools such as Cleopatra, supports risk analysis and contingency development, and contributes to continuous improvement. The role operates within OQGNâs mission, values, policies, HSE standards, legal frameworks, and best international practices and supports QHSSE obligations including safety compliance, reporting, and safe behavioral practices.

Key responsibilities
- Develop cost estimates using approved tools, methodologies and cost models
- Lead Monte Carlo analysis, sensitivities, and contingency development across project estimates
- Maintain and update cost estimation databases for equipment, materials, labour and indices
- Ensure accuracy, consistency and lifecycle alignment for all cost estimation outputs
- Prepare cost estimation assumptions, documentation, and related reports
- Support project cost controllers with procurement and overall cost analysis
- Benchmark cost and schedule performance against internal and external data
- Monitor EPC contractor cost performance and ensure compliance with standards
- Evaluate vendor and subcontractor quotations for materials, fabrication and construction
- Apply metallurgy knowledge to assess cost impacts of material selection, corrosion protection and welding requirements
- Ensure compliance with API 5L, ASME B31.8, ASTM and related standards in estimates
- Support risk analysis, cost control, and contingency development activities
- Update cost estimation procedures and templates when required
- Ensure effective use of cost platforms such as Cleopatra
- Drive improvements, lessons learned and standardization in cost estimation processes
- Coordinate with internal stakeholders and liaise with contractors, vendors and suppliers
- Support QHSSE compliance, reporting and safety performance monitoring
Experience & skills
- Bachelorâs degree in Civil, Mechanical or Industrial Engineering
- 8â10 years of technical experience in Oil & Gas with specialization in project cost estimation
- Hands-on experience using cost estimation software such as Cleopatra
- Advanced MS Excel skills
- Experience evaluating costs in procurement, materials, fabrication and construction
- Knowledge of metallurgy, corrosion protection and welding cost implications
- Experience with API 5L, ASME B31.8, ASTM and NACE standards
- Ability to perform Monte Carlo analysis, sensitivities and cost modelling
- Experience supporting EPC cost performance monitoring and benchmarking
- Proficiency with cost estimation procedures, templates and reporting
- Strong interpersonal, organizational and problem-solving skills
- Knowledge of HSE regulations, finance, budgeting and reporting
- PMP, CCP or CEP certification is a plus
- English and Arabic proficiency preferred
