Job description
The SCM Manager role at Subsea7 in Dubai oversees end-to-end supply chain management for offshore energy projects within the GPC East region. The position leads SCM strategy, team development, and project procurement execution with a heavy emphasis on the Middle East market and Saudi Aramco suppliers. Responsibilities span HSES implementation, procurement planning, bidder selection, contract terms preparation, technical and commercial compliance, bid evaluations, award management, purchasing, inspection, expediting, and logistics. The role includes SCM budget control, reporting deviations, ensuring strong collaboration with Engineering, QA/QC, HSE, Operations, and Project Controls, managing contract close-out, supplier assessments, and compiling SCM close-out documentation. Expertise in SAP/S4HANA from RFQ stage and deep knowledge of Aramco Supply Chain processes are essential. The role also requires understanding technical discussions, assessing commercial and schedule impacts, managing complex engineered items, and supporting global SCM goals while promoting strict ethical and HSEQ standards. Worldwide travel may be required.

- Establish and manage an SCM team and procedures aligned with Subsea7 policies
- Implement HSES objectives across SCM activities
- Oversee procurement planning, bidder selection, and SCM reporting
- Organise SCM kick-off meetings and prepare contract terms with Contract Engineers
- Ensure enquiries and supplier interactions meet technical, commercial, and ethical standards
- Review and approve bid evaluations and manage the award process
- Coordinate purchasing, inspection, expediting, and logistics functions
- Monitor SCM budget and report deviations
- Maintain strong interfaces with Engineering, QA/QC, HSE, Operations, and Project Controls
- Ensure timely contract close-out and perform supplier assessments
- Deliver SCM close-out reports including lessons learned and performance data
- Travel worldwide when required
Experience & skills
- Hold a degree in Engineering or Business, or be qualified by experience
- Possess a minimum of 15 years’ Supply Chain Management experience
- Have sound knowledge of Saudi Aramco Supply Chain processes and Middle East procurement
- Bring working experience with SAP/S4HANA from RFQ stage
- Be able to understand technical discussions and assess commercial or schedule impacts
- Demonstrate strong cost-saving orientation and ability to challenge requests
- Have knowledge of offshore industry specifics and complex engineered items
- Show strong communication skills and ability to work effectively in a team
- Be committed to meeting tight deadlines
