The PMO Consultant (Senior Project Management Office Consultant) role in Riyadh, Saudi Arabia within Cognizant’s Consulting division is a senior advisory position responsible for establishing, transforming, and optimizing enterprise Project Management Offices (PMOs) across large organizations. The role focuses on designing PMO structures such as centralized, decentralized, or hybrid models, and implementing governance frameworks, policies, standards, and procedures that ensure effective portfolio execution and alignment with strategic business objectives. The consultant is responsible for defining portfolio prioritization models, establishing stage-gate approval processes, and implementing project assurance and quality control mechanisms to ensure consistency and governance across enterprise project portfolios. The role involves overseeing portfolio planning, resource allocation, and capacity management while ensuring alignment with organizational priorities and delivery capabilities. The PMO Consultant develops enterprise-wide reporting dashboards and KPI frameworks to enable performance tracking, portfolio visibility, and executive decision-making. The role includes conducting portfolio health assessments, providing strategic recommendations to optimize return on investment (ROI), and managing risk exposure across programs and projects. The consultant provides executive advisory services to C-level stakeholders, supports strategic planning sessions, facilitates governance forums, and acts as an escalation point for high-risk or complex initiatives. The role also includes driving organizational capability development by defining PMO competency frameworks, leading maturity assessments such as P3M3, and delivering coaching and mentoring to project professionals and leadership teams. Additionally, the consultant contributes to digital PMO transformation initiatives, leveraging tools such as MS Project Online, Power BI, Clarity, and Jira Align to enhance enterprise project management capabilities. The position requires strong financial acumen including CAPEX and OPEX management, ROI analysis, and alignment of project investments with business value delivery.

Key responsibilities
- Design, establish, and transform enterprise PMO structures including centralized, decentralized, or hybrid models aligned with organizational strategy and governance requirements.
- Develop and implement project governance frameworks, policies, standards, stage-gate processes, and approval mechanisms to ensure effective portfolio control and execution.
- Define portfolio prioritization models and oversee enterprise portfolio planning, resource allocation, and capacity management across multiple business units.
- Implement enterprise-wide KPI frameworks and reporting dashboards to monitor project performance, portfolio health, and strategic alignment.
- Conduct portfolio health assessments and provide executive-level recommendations to optimize ROI, manage risks, and improve portfolio outcomes.
- Advise C-level executives and steering committees on portfolio performance, governance, risk exposure, and strategic decision-making.
- Facilitate executive workshops, strategic planning sessions, and governance forums while acting as escalation point for high-risk or complex initiatives.
- Lead organizational PMO capability development including maturity assessments (P3M3 or equivalent), competency frameworks, and training programs.
- Drive continuous improvement and digital transformation of PMO functions using enterprise tools such as MS Project Online, Power BI, Clarity, and Jira Align.
Experience & skills
- Hold a Bachelor’s degree in Business, Engineering, IT, or related field, with a Master’s degree or MBA preferred.
- Demonstrate 10+ years of progressive experience in project, program, or portfolio management roles.
- Possess at least 5+ years of experience in PMO leadership or consulting at an enterprise level.
- Hold professional certifications such as PMP, PgMP, PRINCE2, MSP, or equivalent project management credentials.
- Have proven experience delivering large-scale transformation programs in complex organizational environments.
- Exhibit strong expertise in enterprise portfolio management, governance frameworks, and strategic alignment of business initiatives.
- Demonstrate financial acumen including CAPEX/OPEX management, ROI analysis, and business case evaluation.
- Possess strong executive communication, stakeholder management, and board-level reporting capabilities.
- Show experience in change management, organizational transformation, and PMO setup or transformation initiatives.
- Demonstrate proficiency in enterprise project management tools such as MS Project Online, Power BI, Clarity, and Jira Align.
- Exhibit strong negotiation, influencing, and decision-making skills in high-level consulting environments.
