Job description
The Facility Management Consultant at Serco will be responsible for developing, benchmarking, and implementing facility management procedures and standards that align with global best practices. The role involves the creation and optimization of scope of works and technical specifications for both hard and soft services. The consultant will collaborate closely with the client to enhance operations and maintenance (O&M) practices, serve as a subject matter expert in key O&M domains, and support the Consultancy team’s project execution. Responsibilities include defining and instituting systems such as post maintenance testing, configuration management, and procurement processes, as well as creating schedules for groundskeeping, energy use, cleaning, emergency preparedness, and space management. The role requires continuous process improvement, health and safety adherence, environmental compliance, and waste management alignment. The consultant will prepare comprehensive statements of work and tendering documents tailored to the client's facilities, incorporating international standards and local market alignment. Candidates must have 12–15 years of international experience in facilities management, with strong exposure to the Middle East preferred, and demonstrate a history of continuous improvement and change management initiatives. Consulting or advisory background is preferred.

Key responsibilities
- Lead the development and benchmarking of facility management procedures and standards
- Define scope of works and specifications for hard and soft services
- Engage with client teams to optimize O&M practices
- Serve as SME on post maintenance testing and engineering programmes over system life cycles
- Establish processes for equipment/tool control and measuring/test equipment
- Implement configuration management and change control processes
- Standardize grounds and landscaping schedules and templates
- Develop procedures addressing facility safety, inspections, seasonal planning, and customer service
- Design emergency management plans including drills and preparedness
- Formulate strategies for space, energy, and cleaning management
- Guide procurement processes for O&M support
- Develop and review procedures related to health and safety, environmental standards, and waste management
- Drive quality assurance and continuous improvement initiatives
- Draft and refine tender documents and operating manuals aligned with international best practices
- Review and optimize scope of work across all existing community services contracts
Experience & skills
- Have 12–15 years of experience in facilities management or related field
- Demonstrate expertise in developing and implementing best practice standards and processes
- Have extensive international experience, preferably in the Middle East or KSA
- Exhibit excellent verbal and written communication skills
- Show a track record of continuous improvement and change management
- Possess prior consulting or advisory experience (preferred)
