Job description
The PMO Reporting Manager (PMO Excellence & Governance – Saudi National) role is based in Al Ula, Maddinah, Saudi Arabia and supports regional development initiatives as part of a PMO-focused Project Management function. The position is responsible for designing and enhancing PMO frameworks and governance structures to drive PMO Excellence. Key accountabilities include designing operating models, interaction models, governance structures, frameworks, and cross-functional workflows and processes aligned with RCU organizational standards and best practices. The role develops end-to-end processes incorporating RACI matrices, SLAs, workflows, procedures, and supporting materials, and translates strategic PMO objectives into practical, implementable frameworks for execution and operation. It integrates concepts from development lifecycles and value chains such as RIBA, EXPRO and similar models, conducts benchmarking against best practices, and tailors execution and operational mechanisms to organizational needs. The position develops and drives continuous improvement of guides defining services, functional accountabilities, and scope in alignment with the approved mandate, and creates standardized toolkits, templates, checklists, and guidance documents. From a Project Management and Stakeholder Engagement perspective, the role leads stakeholder engagement internally within PMO and externally with other stakeholders, moderates and facilitates structured meetings aligned to agendas, develops executive presentations and reports to Leadership on departmental progress, challenges, and support requests, and translates technical information into meaningful insights to enable informed decision-making. The role supports maintaining risk logs and issue logs, ensures documentation discipline including version control, archiving, formatting consistency, and structured accessibility, develops ad-hoc reports and presentations, prepares detailed schedules for assigned work elements or projects, manages schedule updates, and prioritizes multiple parallel tasks to ensure adherence to deadlines.

- Conduct benchmarking against best practices, tailor execution and operation mechanisms to organizational needs, and develop standardized toolkits, templates, checklists, and guidance documents.
- Lead stakeholder engagement internally within PMO and externally with stakeholders, moderate and facilitate structured meetings, and develop executive presentations and reports for Leadership on progress, challenges, and support requests.
- Maintain risk logs and issue logs, enforce documentation discipline including version control and structured accessibility, develop ad-hoc reports, manage detailed schedules for assigned projects, and ensure timely delivery of multiple parallel tasks.
Experience & skills
- Demonstrate expertise in PMO frameworks, governance structures, operating models, interaction models, and cross-functional workflows within a Project Management or regional development environment.
- Exhibit hands-on experience developing end-to-end processes including RACI matrices, SLAs, workflows, procedures, and integrating development lifecycles and value chains such as RIBA and EXPRO.
- Show proven capability in stakeholder engagement, executive reporting, executive presentations, and translating technical information into actionable insights for Leadership.
- Demonstrate experience maintaining risk logs and issue logs, ensuring documentation governance including version control and archiving, and developing structured reports and presentations.
- Exhibit strong schedule management capabilities including development of detailed schedules, schedule updates, and management of multiple parallel tasks to meet defined deadlines.
- Be a Saudi national eligible to work in Al Ula, Maddinah, Saudi Arabia as required for the role.
