The Government Relations Officer (Real Estate Regulatory Compliance & Stakeholder Liaison) role is based in Dubai, United Arab Emirates, within the real estate and property management sector, supporting Kaizen AMS operations. The role is responsible for acting as the primary liaison between Kaizen AMS and government authorities, regulatory bodies, and municipal departments to ensure continuous alignment with UAE property, utility, and municipal regulations. The position involves actively monitoring, gathering, and analyzing updates on laws, circulars, and government directives that impact property management, leasing, and facilities management operations. The officer maintains a centralized Government Relations Register, classifying updates by authority, risk level, and business impact, and tracks regulatory developments from key authorities including Dubai Land Department, RERA, DEWA, Dubai Civil Defence, Security Industry Regulatory Agency, and Dubai Development Authority. The role requires conducting detailed regulatory impact assessments across multiple departments such as Leasing, Operations, Property Management, Facilities Management, Sales, Brokerage, and Finance, translating complex regulatory changes into actionable guidance to ensure compliance and operational alignment. The officer prepares impact assessment notes, escalation reports, and executive summaries for leadership, ensuring urgent regulatory updates are communicated promptly to the Compliance Manager and senior stakeholders. The role includes maintaining a government relations dashboard to track updates, trends, and departmental impact, as well as supporting internal communication, awareness sessions, and workshops to ensure organizational understanding of regulatory changes. Additionally, the position focuses on building and maintaining strong relationships with government stakeholders to support strategic objectives, operational efficiency, and organizational reputation. The role requires strong expertise in regulatory compliance, UAE property regulations, utility regulations, municipal frameworks, and the ability to interpret and operationalize regulatory requirements within a real estate and facilities management environment.

Key responsibilities
- Serve as the primary liaison with government authorities, regulatory bodies, and municipal departments to monitor and stay updated on UAE property, utility, and municipal regulations impacting Kaizen AMS operations
- Monitor, gather, and track updates on laws, circulars, and government directives, maintaining a centralized Government Relations Register classified by authority, risk level, and business impact
- Track regulatory developments from key authorities including Dubai Land Department, RERA, DEWA, Dubai Civil Defence, Security Industry Regulatory Agency, and Dubai Development Authority and ensure accurate documentation
- Assess the operational impact of regulatory changes across departments including Leasing, Operations, Property Management, Facilities Management, Sales, Brokerage, and Finance, and prepare detailed impact assessment notes
- Provide actionable guidance and recommendations to internal teams to ensure timely compliance and alignment with regulatory requirements and operational standards
- Escalate urgent regulatory changes to the Compliance Manager and prepare executive summaries and reports for senior leadership decision-making
- Maintain and update a government relations dashboard to track regulatory updates, trends, risk levels, and departmental impact for ongoing monitoring and reporting
- Support internal communication initiatives including awareness sessions and workshops to educate teams on regulatory updates and compliance requirements
- Build and maintain strong relationships with government stakeholders and authorities to support organizational objectives, regulatory compliance, and operational efficiency
Experience & skills
- Hold a Bachelor’s degree in Law, Public Policy, Business Administration, or a related field relevant to government relations and regulatory compliance
- Demonstrate 3 to 5 years of experience in government relations, regulatory compliance, or a similar role within property management or real estate environments
- Possess strong knowledge of UAE property regulations, utility regulations, and municipal frameworks including Dubai Land Department, RERA, DEWA, Dubai Civil Defence, Security Industry Regulatory Agency, and Dubai Development Authority
- Exhibit proven ability to build and maintain relationships with government authorities and internal stakeholders while managing field-based government relations activities
- Demonstrate strong analytical capability to interpret complex regulatory information, conduct regulatory impact assessments, and translate findings into actionable business guidance
- Show proficiency in compliance monitoring, reporting, dashboard management, and maintaining structured documentation such as Government Relations Registers
- Demonstrate strong written and verbal communication skills in English with the ability to prepare executive summaries, reports, and regulatory documentation, with Arabic proficiency considered advantageous
- Exhibit ability to independently manage multiple regulatory updates, ensure timely escalation of critical issues, and support organizational compliance through structured processes and proactive engagement
