Job description
Full-time residential Engineering Manager role based in Sharjah, UAE within Woodâs Iraq Operations Business, accountable for execution of the engineering portion of multi-discipline scopes on one or more projects/work scopes, ensuring HSSE compliance, quality, schedule, and budget performance. The mandate spans driving technical assurance, process safety by design, and delivery excellence across Pre-FEED, FEED and preferred detailed engineering for complex upstream and midstream brownfield oil & gas projects in the GCC region. Responsibilities include developing, implementing, and monitoring standards and processes compliance; assisting in incident investigations; eliminating technical incidents through robust controls, incident reviews, and embedding lessons learned; identifying and mitigating risk and improvement opportunities; and managing stakeholder interfaces. The role requires preparing and owning engineering project execution plans, directing and supervising multi-discipline engineering teams, ensuring appropriately resourced and competent personnel through Engineering Histogram oversight, and pursuing margin improvement including HVEC utilisation. It encompasses policy, standards and procedures development as process owner, acting as a conduit for regulatory framework and legislation changes, and managing client consultations to prepare specifications, explain proposals, and present engineering reports and findings. The Engineering Manager is accountable for resource planning, cost, schedule, KPI delivery, operational budget of the engineering function within the operating unit, annual functional budgets and forecast updates, change management, succession planning, and development of key talent, while maintaining compliance with corporate/client-specific procedures and driving continuous improvement and innovation.

- Drive technical assurance across assigned scopes, ensuring HSSE, quality, schedule, and budget performance are achieved.
- Continuously promote and enforce corporate and client-specific procedures, standards, and processes to ensure compliant delivery.
- Assist in incident investigations and lead the elimination of technical incidents via robust controls, incident reviews, and embedded lessons learned.
- Identify and mitigate areas of risk, and pursue improvement opportunities across project engineering activities.
- Plan, organize, direct, control, and evaluate the activities and operations of a multidiscipline engineering team.
- Manage recruitment, selection, transfers, performance management, succession planning, and promotion to ensure appropriately resourced and competent teams.
- Oversee and control the Engineering Histogram to support workforce planning and resource leveling.
- Develop and maintain engineering content within project execution plans for assigned contracts and projects.
- Consult and negotiate with clients to prepare specifications, explain proposals, and present engineering reports and findings.
- Assign, coordinate, and review the technical work of department or project teams, focusing on cost, completion dates, and resource allocation.
- Provide expert resolution of complex technical issues and monitor integration of multidisciplinary work products.
- Develop and implement policies, standards, and procedures for engineering and technical work as process owner.
- Act as conduit for regulatory framework and legislation changes, initiatives, and industry technology developments impacting engineering delivery.
- Ensure compliance monitoring with standards and processes, rolling out learning opportunities and continuous improvement initiatives across the business.
- Lead Pre-FEED and FEED delivery and support detailed engineering for brownfield upstream and midstream oil & gas projects in the GCC region.
- Manage stakeholder relationships and communications with internal functions, external industry bodies, vendors, and client interfaces.
- Forecast, develop, and manage the operational budget of the engineering function; prepare annual functional budgets and periodic forecast updates.
- Identify and pursue opportunities for margin improvement, including HVEC utilisation, and efficient deployment of engineering resources.
- Resolve non-recurring and novel technical and managerial issues, and facilitate agreement among conflicting parties.
- Ensure the development and retention of motivated and competent people, modeling company values, behaviors, and ethical standards.
Experience & skills
- Hold a B.S. or equivalent degree in an Engineering discipline from an accredited university.
- Demonstrate a minimum of 20+ years of relevant experience on major brownfield oil & gas projects, including at least 5 years in a similar Engineering Manager position.
- Show specific experience across the lifecycle of oil and gas projects in the GCC region, with required Pre-FEED and FEED experience and preferred detailed engineering exposure.
- Exhibit proven capability in HSSE compliance, process safety by design, and driving technical assurance across multi-discipline scopes.
- Provide evidence of managing and supervising multidiscipline engineering teams, including recruitment, performance, and succession planning.
- Demonstrate proficiency in preparing and owning engineering project execution plans, resource planning, and Engineering Histogram oversight.
- Display experience in risk identification and mitigation, incident investigations, incident review, and embedding lessons learned.
- Demonstrate ability to develop and implement engineering policies, standards, and procedures as process owner and act as conduit for regulatory and legislative changes.
- Show competency in client consultation to prepare specifications, explain proposals, and present engineering reports and findings.
- Prove accountability for operational budgets, annual functional budgets, KPI delivery, margin improvement (including HVEC utilisation), and change management.
