Job description
Every tender and contract handled for QatarEnergy's Sponsoring Departments has to comply with the Regulations for Procurements and Disposal (RPD) and the Contracts Department procedures (CCPM), and this Senior Contracts Engineer keeps them that way from project inception to close-out. Procurement strategies, scopes of work and pricing mechanisms are reviewed and finalised before tenders go out. Tender bulletins and clarifications are prepared during bidding, and evaluation reports go to the Tender Committees afterwards. Commercial clarifications and negotiations with bidders are led by you, ending in letters of award and final contract documents. Once contracts are live, the work shifts to correspondence, change requests, variations, claims and dispute resolution, through to close-out. Confidentiality, strict ethics and a zero harm culture apply throughout. Candidates need a BSc in engineering or quantity surveying and 10 to 15 years of multi-disciplinary experience, including 5 to 8 years on pre-award contracting in oil and gas or major industrial projects. Knowledge of EPCM and LSTK contracting is expected, while SAP experience, contracts law knowledge and a postgraduate qualification in contract or project management are desirable.
