Job description
The Specialist, Operations (OS & HNS) at ADNOC Logistics & Services serves as the oil spill response (OSR) subject matter expert, providing specialised technical expertise across the entire OSR value chain. The role encompasses research, benchmarking, and implementation of international OSR regulations, quality standards, and best practices to inform senior management decision-making. It involves developing, approving, and facilitating standard operating procedures (SOPs) for all oil spill machinery and operations, ensuring optimisation of resources, HSE compliance, and cost-effective emergency response services. The specialist advises on equipment selection, materials, and subcontractor management to align departmental technical decisions with corporate objectives and market-leading practices. Responsibilities extend to supporting OSR training plans, attending specialised conferences, reviewing Group Company Assetsā Tier 1 Emergency Response Plans, and providing counsel during Tier 2 and 3 emergencies. The role requires being on-call as per duty roster to ensure rapid response to emergencies, while maintaining a high level of preparedness, capability, and continuous improvement within ADNOCās OSR function. Candidates must have a minimum of 10 years of experience in crisis and emergency management, preferably within the oil & gas sector, and hold relevant certifications such as IMO Level 3, First Aid, Sea Survival, and Fire Fighting.

Key responsibilities
- Lead research, collation, and benchmarking of international OSR regulations, quality standards, and best practices to build a comprehensive knowledge repository for strategic planning and senior management decisions.
- Advise on the development and implementation of functional policies, systems, processes, procedures, and controls covering all OSR functions, ensuring HSE compliance and cost-effective emergency response.
- Develop, obtain approval for, and facilitate the implementation of SOPs for oil spill machinery and operations to ensure resource optimisation and effective, standards-compliant operations.
- Provide technical expertise on equipment, materials, subcontractors, and operational procedures to support informed departmental decision-making aligned with corporate objectives.
- Design, support, and deliver OSR training programs to ensure technical fitness, effectiveness, and alignment with best-in-class emergency response methods.
- Attend specialised crisis and emergency fairs and conferences to monitor market developments, innovations, and emerging best practices for ADNOCās OSR operations.
- Review Tier 1 Emergency Response Plans across Group Company Assets, identify improvement opportunities, and enhance awareness, preparedness, and capabilities of OSR teams.
- Support and counsel OSR teams during Tier 2 and 3 emergencies, ensuring accurate risk assessment, responsive disaster relief operations, and effective coordination of resources.
- Remain on-call as per duty roster to provide timely response during Tier 2 and 3 emergencies, ensuring the highest operational readiness and adherence to emergency protocols.
Experience & skills
- Bachelorās Degree in Marine Engineering, Marine Management, Engineering or equivalent.
- Minimum 10 years of experience in crisis and emergency management, preferably within the oil & gas industry.
- Accreditation: IMO Level 3 for oil spill response and HNS management.
- Certifications in First Aid, Sea Survival, and Fire Fighting to support emergency response readiness.
- Proven experience in developing and implementing SOPs for oil spill and HNS operations.
- Strong knowledge of international OSR regulations, quality standards, and best practices.
- Demonstrated ability to lead, advise, and counsel OSR teams during emergency response situations.
- Experience in reviewing and improving Emergency Response Plans for large-scale maritime and oil & gas operations.
- Ability to coordinate with contractors, sub-contractors, and stakeholders to deliver technically sound and cost-effective OSR solutions.
