Job description
The Senior Manager – Event Planning (Transportation Operations) role at Qiddiya Investment Company is responsible for leading the end-to-end planning, delivery, and management of integrated transportation services for major citywide events and activations across Riyadh. The role ensures multimodal transport plans, including fixed and occasional Park & Ride operations, are designed, coordinated, and executed safely, efficiently, and in alignment with city transport objectives, authority standards, and regulatory frameworks. Working closely with internal transport teams, city planners, government agencies, emergency services, enforcement bodies, and external partners, the role oversees transport readiness, operational integration, and incident management for large-scale, high-profile events. The position provides strategic leadership, manages multidisciplinary teams, oversees budgets and procurement activities, ensures compliance with legislation and governance requirements, and drives continuous improvement in event transport planning, service delivery, and customer experience across all city districts.

Key responsibilities
- Lead integrated multimodal transportation planning and delivery for major citywide events and activations
- Oversee Park & Ride strategy, design, and operational readiness aligned with city transport objectives
- Support development of event transport strategies, frameworks, and implementation plans
- Ensure transport event plans align with safety standards, risk management frameworks, and authority priorities
- Manage planning and execution of transport services across all city districts during events
- Coordinate with transport modes, emergency services, enforcement agencies, and city stakeholders to ensure operational readiness
- Ensure consistent application of operational policies, procedures, and compliance with legislation and guidelines
- Provide leadership to multidisciplinary teams delivering event transport operations
- Develop workforce and resource plans including internal teams and external service providers
- Manage event transport budgets including forecasting, revenue considerations, tracking, and reconciliation
- Oversee procurement and contract management for event-related transport services and resources
- Build and maintain strong stakeholder relationships and lead coordination forums for integrated delivery
- Identify, assess, and mitigate operational risks with appropriate contingency planning
Experience & skills
- Hold a Bachelor’s degree in Transport Planning, Engineering, Event Management, or a related discipline
- A Master’s degree is preferred
- Professional certification in Project Management or Transport Operations is desirable
- Possess a minimum of 10 years of experience in transport planning, operations, or event management in complex, multimodal environments
- Demonstrate proven experience leading large-scale event transport operations
- Exhibit experience managing budgets, contracts, and multidisciplinary teams
- Demonstrate strong leadership, organizational, and decision-making skills
- Exhibit strong knowledge of multimodal transport systems, traffic management, and crowd movement planning
- Demonstrate ability to operate effectively under tight timelines and high public scrutiny
