The Health and Safety Manager (Advisory/Consultancy) within Serco’s +impact advisory business is a strategic, governance-focused role responsible for establishing, governing, and continuously improving the Health & Safety (H&S) framework across the Asset & Facilities Management Office (AFMO). The position operates within advisory and consultancy services supporting government, critical national infrastructure, and regulated businesses, focusing on operational transformation, asset & facilities management, HSQ, and sustainability. The role ensures all FM operations, asset lifecycle activities (design, handover, operations, maintenance, decommissioning), contractors, and service providers comply with ISO 45001, ISO 55001, local H&S regulations, and client safety objectives. It involves defining governance frameworks, policies, procedures, roles, and accountability structures while aligning H&S strategy with asset management objectives and organizational risk appetite. The role leads H&S risk assessments, establishes assurance mechanisms including audits and inspections, and advises senior stakeholders on high-risk assets and emerging risks. It oversees contractor and service provider compliance through SLAs, KPIs, capability assessments, and corrective action plans, while supporting procurement and tendering processes. The role drives incident management processes including reporting, investigation, root cause analysis, and continuous improvement initiatives using leading and lagging indicators. It also develops performance monitoring frameworks, dashboards, and executive reporting while integrating digital tools such as CAFM, EAM, and Maximo to embed H&S controls. Additionally, the position promotes a strong safety culture, defines training and competency frameworks, and acts as a trusted advisor to asset owners and FM leadership, requiring extensive consultancy experience in governance, assurance, and transformation engagements within large-scale asset portfolios.

Key responsibilities
- Establish and implement Health & Safety governance frameworks, policies, and procedures across AFMO
- Align H&S strategy with asset management objectives, service delivery models, and organizational risk appetite
- Ensure compliance with ISO 45001, ISO 55001, and local regulatory H&S frameworks
- Define H&S roles, responsibilities, and accountability across owners, operators, and contractors
- Lead H&S risk assessments across asset lifecycle including design, operations, maintenance, and decommissioning
- Review and approve method statements, MSRA, permits to work, and safe systems of work
- Establish assurance mechanisms including audits, inspections, and performance reviews
- Advise senior stakeholders on high-risk assets, critical activities, and emerging safety risks
- Define H&S requirements and KPIs within FM contracts and service level agreements
- Conduct contractor capability assessments and monitor compliance with corrective action plans
- Support procurement teams during tendering and contract award with H&S input
- Oversee incident reporting, investigation, root cause analysis, and corrective/preventive actions
- Establish lessons-learned processes and drive continuous improvement initiatives
- Define and monitor H&S KPIs, dashboards, and reporting frameworks for executive stakeholders
- Prepare periodic H&S performance reports for senior management and regulators
- Support digital enablement initiatives using CAFM, EAM, and Maximo systems
- Promote a strong safety culture across asset owners, operators, and service providers
- Define H&S training requirements and competency frameworks aligned with risk profiles
- Act as a trusted advisor to asset owners, FM leadership, and project teams on H&S matters
Experience & skills
- Obtain a Bachelor’s degree in Health & Safety, Engineering, Facilities Management, or related discipline
- Hold a professional H&S qualification such as NEBOSH IGC or Diploma or equivalent
- Demonstrate 10–15 years of experience in Health & Safety roles within FM, infrastructure, utilities, transport, healthcare, or large asset portfolios
- Exhibit experience in governance, assurance, and advisory roles rather than purely operational site roles
- Possess strong knowledge of ISO 45001, ISO 55001, and regulatory H&S frameworks
- Show experience establishing H&S frameworks for AFMO or FM operating models
- Demonstrate exposure to PPP, PFI, or government-owned asset portfolios
- Exhibit experience integrating H&S into asset management systems such as EAM and CAFM
- Demonstrate consultancy background with advisory, assurance, or transformation engagement experience
- Show experience working with Tier-1 or Big 4 consulting firms as a preferred qualification
