Turner & Townsend is seeking a Cost Manager to join its Real Estate team in Doha, Qatar, delivering large and complex construction projects including Data Centres, Commercial Office developments, new build projects, fit-out and refurbishment works across the Real Estate, infrastructure and natural resources sectors. The role involves providing professional cost consultancy services across the full project lifecycle including feasibility, pre-contract estimating, tendering, measurement and pricing of building and MEP works, preparation of detailed Bills of Quantities, and post-contract commercial management. The Cost Manager will demonstrate exceptional measurement capability for building and MEP works, leveraging in-depth knowledge of market prices and construction cost benchmarks to produce competitive, commercially astute estimates. Responsibilities include managing post-contract cost variances, administering change control processes, processing interim applications, conducting variation valuation, and maintaining financial control throughout project delivery. The role requires experience working with standard form contracts, preferably FIDIC, and understanding contract procedures within construction projects. The position requires collaboration with commission leads, clients, contractors, and consultants, acting as a trusted advisor while ensuring timely production of reports and cost information. The candidate will work across complex real estate developments including data centres and commercial office buildings while maintaining high standards of accuracy, technical expertise, and commercial acumen. The role requires proficiency with CostX, with BIM experience considered advantageous. The successful candidate will possess strong knowledge of construction industry technical matters, real estate cost consultancy practices, and demonstrate capability across both pre-contract and post-contract services within large-scale construction environments.

Key responsibilities
- Perform detailed measurement of building and MEP works across large and complex real estate developments including data centres, commercial office projects, new build developments, fit-out and refurbishment works, ensuring high levels of accuracy and efficiency that directly impact cost planning, estimating, and successful project delivery
- Prepare comprehensive cost estimates and pricing strategies using in-depth knowledge of market prices, construction cost benchmarks, and building and MEP works pricing to deliver competitive, commercially sound proposals that support business development and protect project margins
- Produce detailed Bills of Quantities based on accurate measurement and specification analysis, ensuring documentation supports tendering processes, contractor pricing, procurement strategies, and effective cost control throughout project lifecycle
- Deliver full pre-contract services including feasibility studies, cost planning, cost estimating, tender documentation preparation, tender evaluation, measurement, and pricing of building and MEP works for complex real estate developments
- Manage post-contract cost control including monitoring cost variances, administering change control procedures, processing interim applications, performing variation valuation, and maintaining financial reporting to ensure projects remain within approved budgets
- Collaborate with commission leads, project teams, contractors, consultants, and clients to provide timely cost reports, financial updates, and commercial advice that supports decision-making and project success
- Interface with clients, contractors, and consultants as a trusted cost advisor, providing professional cost consultancy services and ensuring commercial risks are identified, mitigated, and managed effectively throughout project delivery
- Maintain ownership of deliverables, ensuring high standards of accuracy, attention to detail, compliance with contract procedures, and adherence to Turner & Townsend quality standards while supporting career development and taking on increasingly complex responsibilities
Experience & skills
- Demonstrate minimum 5 years’ experience in cost management, quantity surveying, or cost consultancy roles within the real estate, construction, or infrastructure sectors, including experience working on large-scale developments such as data centres or commercial office projects
- Possess degree qualification in Quantity Surveying or similar discipline with strong technical understanding of construction methodologies, building systems, and MEP works measurement and pricing
- Demonstrate solid experience delivering pre-contract services including feasibility studies, cost planning, estimating, tendering, measurement, pricing, and preparation of Bills of Quantities for building and MEP works
- Demonstrate experience delivering post-contract services including cost control, interim applications, change management processes, variation valuation, cost reporting, and financial monitoring throughout project lifecycle
- Demonstrate experience working with standard form construction contracts including FIDIC and possess knowledge of contract procedures, commercial administration, and contractual risk management
- Demonstrate proficiency using CostX software for measurement, cost planning, and estimating, with additional BIM knowledge considered advantageous for digital quantity take-offs and project coordination
- Demonstrate knowledge of construction industry technical matters, cost consultancy practices, and real estate project delivery, including new build, fit-out, refurbishment, and data centre developments
- Demonstrate ability to work with contractors, consultants, and client stakeholders while managing cost deliverables, maintaining accuracy, ensuring compliance with commercial processes, and supporting complex project delivery requirements
