Egis, a leading global architectural, consulting, construction engineering, operations and mobility services firm operating across over 100 countries with 20,500 employees and a strong Middle East presence delivering over 700 complex development projects, is seeking a highly experienced Project Controls Manager to lead and manage all project controls functions for large-scale multidisciplinary design projects in Dubai. The role encompasses full ownership of planning, cost control, reporting, risk management, change management, and data governance, while leading a team of project controls engineers and planners. The position requires establishing a project controls governance framework, developing and implementing project controls plans, procedures, and reporting standards, ensuring consistency, data integrity, and compliance with contractual and corporate requirements, and providing strategic oversight to support Project Directors in decision making. The Planning & Scheduling mandate includes developing and maintaining integrated design schedules using Primavera P6 or equivalent, preparing detailed planning packages incorporating Work Breakdown Structure (WBS), deliverable mapping, interfaces, and milestones, aligning schedules with contractual milestones and submission requirements, conducting critical path analysis and scenario modelling, and monitoring progress with recovery strategy recommendations. In Cost Control & Forecasting, the role establishes project budgets and cost breakdown structures, implements Earned Value Management, monitors actuals versus budget with variance analysis, develops and maintains Estimate at Completion and Estimate to Complete, prepares cash flow forecasts and revenue projections, and supports financial reporting and margin analysis. Under Data Management & Reporting, the role develops and maintains the Master Deliverables Register (MDR), implements structured reporting dashboards using Power BI or similar tools, manages large datasets from multiple disciplines ensuring data accuracy, automates reporting workflows, improves data visualization standards, and delivers executive-level reports highlighting performance, risks, and trends. In Risk & Change Management, responsibilities include facilitating risk workshops, maintaining project risk registers, quantifying schedule risk analysis and cost risk analysis impacts through quantitative analysis, supporting mitigation strategies, managing change logs, evaluating variations, and providing integrated impact assessments across schedule, cost, and resources. The role interfaces with internal design teams, commercial teams, and external stakeholders, supports client reporting and technical presentations, and provides advisory input during bid and tender phases. The position requires 15+ years of experience in project controls within large infrastructure or design projects, proven experience managing multidisciplinary design packages, advanced proficiency in Primavera P6, strong knowledge of Earned Value Management, advanced data analytics and reporting skills using Power BI, strong Microsoft Excel modelling capabilities, experience managing MDR systems and large deliverables databases, familiarity with risk management tools and quantitative analysis, and knowledge of ERP systems as an advantage. Preferred experience includes GCC infrastructure or port/marine projects, international consultancy environments, and exposure to design & build or EPC interface environments.

- Establish project budgets and cost breakdown structures, implement Earned Value Management methodologies to measure performance, monitor actuals versus budget, conduct detailed variance analysis, develop and update Estimate at Completion and Estimate to Complete forecasts, prepare comprehensive cash flow forecasting and revenue projections, and support financial reporting and margin analysis to ensure commercial performance transparency.
- Develop and maintain the Master Deliverables Register (MDR), manage large multidisciplinary deliverables databases, implement structured reporting dashboards using Power BI or similar data visualization tools, apply advanced Microsoft Excel modelling, automate reporting workflows, ensure data integrity and governance standards, and deliver executive-level reports highlighting schedule performance, cost trends, risk exposure, and integrated schedule-cost-resource impacts.
- Facilitate risk workshops, maintain and update project risk registers, perform quantitative analysis including schedule risk analysis and cost risk analysis, support the development and monitoring of mitigation strategies, manage change logs, evaluate the impact of variations, provide integrated impact assessments across schedule, cost, and resources, interface with internal design and commercial teams and external stakeholders, support client reporting and technical presentations, and provide advisory input during bid and tender phases.
Experience & skills
- Hold a Bachelor’s degree in Engineering, Construction Management, or related discipline and demonstrate 15+ years of progressive project controls experience within large infrastructure or multidisciplinary design projects, including proven management of multidisciplinary design packages and leadership of project controls engineers and planners within complex consultancy environments.
- Demonstrate strong hands-on expertise in both planning and cost control disciplines, including advanced proficiency in Primavera P6 for integrated scheduling, comprehensive application of Earned Value Management for performance measurement, preparation of Estimate at Completion and Estimate to Complete forecasts, development of cost breakdown structures and cash flow forecasting, and execution of critical path analysis and scenario modelling within complex design environments.
- Exhibit advanced data analytics and reporting capability using Power BI or similar tools, strong Microsoft Excel modelling expertise, experience managing Master Deliverables Register (MDR) systems and large deliverables databases, familiarity with risk management tools and quantitative analysis techniques for schedule risk analysis and cost risk analysis, knowledge of ERP systems, and preferred experience in GCC infrastructure or port/marine projects, international consultancy environments, and exposure to design & build or EPC interface environments.
