Job description
The Offshore HSE Supervisor within Saipem’s Abser-Offshore business line is responsible for supporting the HSEQ department across offshore projects, ensuring compliance with company, client, and regulatory requirements throughout project lifecycle phases. The role involves supporting the development, management, and continuous improvement of the site, field, and vessel HSE Management System, ensuring all offshore and onshore operations comply with Saipem HSE Standards, local legislation, and international standards including ISO 14001 and ISO 45001. The Offshore HSE Supervisor provides specialist advice to Vessel Management Teams and offshore workforce regarding implementation of HSE procedures and Life Saving Rules while liaising with HSE and QHSE divisions, operating companies, and project teams. The role includes participation in Risk Assessment and Job Safety Analysis processes, delivering HSE training, coordinating HSE Officers, and ensuring accurate HSE reporting and monitoring of corrective actions. The position requires strong knowledge of incident investigation, risk management, emergency response, and Aramco standards, along with certifications such as Basic H2S, BOSIET/FOET, NEBOSH IGC/IDIP, BLS & FA, and professional memberships such as IOSH or IIRSM. The Offshore HSE Supervisor operates in offshore rigs, vessels, and site environments, supporting energy transition initiatives and sustainable engineering practices, ensuring safe operations in challenging offshore environments across Saudi Arabia and international project locations, while promoting safety, environmental sustainability, and compliance with company and regulatory standards.

Key responsibilities
- Provide support for the development, implementation, management, and continuous improvement of the site, field, and vessel HSE Management System across all offshore project phases, ensuring alignment with Saipem HSE standards, regulatory requirements, and project-specific procedures
- Ensure all activities onboard Saipem offshore sites, fields, vessels, and offshore rigs comply with Saipem HSE Standards, local legislation, and international standards including ISO 14001 and ISO 45001, while monitoring adherence to environmental and occupational health requirements
- Offer specialist HSE advice and technical guidance to Vessel Management Team, offshore workforce, and project stakeholders on interpretation and implementation of HSE procedures, Life Saving Rules, and operational safety requirements
- Liaise with HSE and QHSE divisions, operating companies, contractors, and project teams to ensure compliance with risk management processes, Risk Assessment, Job Safety Analysis, and applicable company standards and procedures
- Deliver HSE training programs, conduct safety inductions, promote safety awareness, and support workforce competency development in offshore HSE requirements including emergency response and incident prevention
- Participate in accident and incident investigations, analyze root causes, recommend corrective and preventive actions, and ensure implementation and follow-up of corrective measures
- Coordinate and supervise activities of HSE Officers across offshore projects, ensuring consistency in HSE practices, monitoring compliance, and maintaining operational safety performance
- Ensure accurate reporting of HSE data, track safety performance indicators, monitor corrective action implementation, and maintain documentation aligned with project and corporate requirements
- Support emergency response planning, drills, and readiness activities, ensuring offshore personnel preparedness for emergency situations including H2S, fire, and evacuation scenarios
- Monitor contractor and subcontractor HSE compliance, conduct site inspections, safety audits, and field observations to ensure safe working conditions and regulatory adherence
- Promote safety culture, environmental protection, and sustainability initiatives in offshore and onshore environments while supporting Saipem’s energy transition and sustainability objectives
- Support travel and deployment to multiple offshore and onshore project locations across Saudi Arabia and international assignments as required
Experience & skills
- Obtain Bachelor's Degree or Master's Degree in HSE or relevant discipline along with HSE Professional Certification
- Demonstrate minimum 7 years of experience as HSE Officer in Oil & Gas or related industry including at least 2 years offshore experience
- Possess strong knowledge of HSE Management Systems, incident investigation methodologies, risk management, and emergency response procedures
- Maintain familiarity with international standards including ISO 14001 and ISO 45001 and ensure compliance with regulatory and company HSE requirements
- Hold technical certifications including Basic H2S, BOSIET or FOET, NEBOSH IGC or NEBOSH IDIP, BLS & First Aid training
- Maintain awareness or membership with international affiliations such as IOSH or IIRSM and knowledge of CSSP/HIP, CSM, and Schedule-D contract requirements
- Demonstrate ability to support Risk Assessment and Job Safety Analysis processes and ensure effective implementation of Life Saving Rules
- Exhibit capability to deliver HSE training, conduct incident investigations, coordinate HSE officers, and manage HSE reporting requirements
- Demonstrate ability to work in offshore rigs, vessels, and field environments while supporting multi-location project assignments
- Maintain fluency in English language and ability to communicate with multinational teams and project stakeholders
