The Lead OT Cyber Security Consultant at Jacobs is a senior role within the Digital and Data capability, responsible for delivering advanced cyber security solutions across critical national infrastructure (CNI) sectors including Rail, Aviation, Highways, Water, Energy, and Power. The role involves leading the development of security requirements, architecture, and design for complex IT and OT information systems, as well as implementing risk-based, threat-informed security strategies that ensure business risk owners can make informed security decisions. The consultant will develop cyber security assessment approaches, oversee accreditation activities, conduct security reviews and audits, and manage security operations including Protective Monitoring, Incident Management, Incident Response, and Incident Recovery activities. The role requires collaboration with clients, internal teams, and regulatory bodies, providing technical assistance to business development and building relationships with key industry stakeholders. Additionally, the consultant will manage and develop team members, establish the OT cyber security capability, and drive growth within the team. Expertise in cyber security standards and frameworks including KSA NCA Regulations, ISA/IEC 62443 Series, ISO 27000 Series, MITRE ATT&CK, and NIST CSF is essential. The role also demands experience in complex environments, understanding of operational safety considerations, IT/OT networking technologies, and regulatory compliance. Certification in CISSP, CISA, GICSP, AttackIQ or equivalent is desirable. - Develop security requirements, architecture, and design for complex IT and OT information systems
- Develop cyber security assessment approaches to identify and mitigate risks
- Specify and implement robust security risk management processes across projects
- Support accreditation activities with clients and regulatory authorities
- Conduct security reviews, audits, and compliance assessments for IT and OT systems
- Conduct security operations including Protective Monitoring, Incident Management, Incident Response, and Incident Recovery activities
- Provide technical assistance and cyber security input to business development initiatives
- Build and maintain relationships with key industry stakeholders and clients
- Maintain familiarity with relevant legislation, regulations, standards, and frameworks
- Manage, mentor, and develop cyber security team members, including line management responsibilities
- Develop and expand the operational technology cyber security capability
- Drive team growth and support capability development initiatives
Experience & skills
- Line management experience
- Experience in critical national infrastructure markets
- Ability to convey the business benefits of a threat-based, risk-informed security approach
- Strong knowledge of cyber security and engineering disciplines with analytical capability
- Previous experience in CNI or similar sectors involving complex systems projects
- Ability to coordinate planning and implementation of cyber security projects in complex environments
- Degree-level qualification or equivalent combination of education and experience with strong technical background
- Willingness and ability to travel as required
- Experience with IT and/or OT cyber security risk and threat assessment approaches
- Understanding of design considerations with emphasis on operational safety and secure operating environments
- Working knowledge of regulated environments, standards, and frameworks
- Proven work experience in a similar cyber security role
- Experience in security engineering and associated solutions (Endpoint Protection, IDS/IPS, Firewalls) for IT and OT environments
- Working knowledge of networking technologies, architectures, key components, and common IT/OT protocols
- Experience implementing standards and frameworks including KSA NCA Regulations, ISA/IEC 62443 Series, ISO 27000 Series, MITRE ATT&CK, and NIST CSF
- Certifications are a bonus: CISSP, CISA, ICS/OT Training, AttackIQ – MITRE ATT&CK, GICSP
