Job description
The Planning Manager (Project Controls – Planning) is a senior leadership role responsible for overseeing all aspects of performance management, scheduling, reporting, and data governance across a portfolio of programmes, districts, mega projects, and major infrastructure developments in Riyadh. The role operates within a complex EPC delivery environment and is accountable for establishing and maintaining integrated schedules, performance metrics, reporting frameworks, and digital planning systems that support successful project execution within scope, budget, time, quality, and risk constraints. Reporting to the Project Controls Director, the Planning Manager leads programme-level planning strategy, drives innovation in performance and reporting processes, and ensures quality-assured outputs across all project controls disciplines. The role requires deep expertise in Primavera P6 and large-scale schedule integration, as well as the ability to convert high-volume raw data into actionable insights for executive stakeholders. This position demands strong collaboration with client teams, PMO, design, engineering, commercial, supply chain, and technology functions, ensuring alignment across the full project lifecycle while delivering strategic insights that support leadership decision-making and programme success.

Key responsibilities
- Define, implement, and continuously improve planning standards, policies, procedures, protocols, and systems to ensure robust schedule governance and effective project execution across programmes and mega projects.
- Lead the development, integration, and maintenance of master programme schedules, ensuring accurate baselines, progress measurement, forecasts, and trend analysis across all project disciplines and supply chain partners.
- Provide executive-level insights on schedule performance, interdependencies, risks, and opportunities, supporting strategic decision-making and trade-off analysis.
- Oversee performance and reporting frameworks, ensuring timely, accurate, and quality-assured daily, weekly, monthly, and ad-hoc reporting deliverables.
- Manage and mentor Planning and Performance teams, fostering a high-performance culture and ensuring consistent standards of scheduling excellence.
- Coordinate and validate schedule inputs from engineering, procurement, construction, commercial, cost, risk, change management, BIM, digital transformation, and document control teams.
- Implement governance and assurance processes to ensure compliance with programme specifications, regulatory requirements, and industry best practices.
- Integrate digital tools and technologies in collaboration with Information Management and Technology Leads to enhance data analytics, visualization, and reporting capabilities.
- Lead supply chain scheduling alignment and ensure contractors and consultants deliver performance reports in accordance with leadership requirements.
- Drive resource planning, optimization, and performance tracking to support efficient allocation of personnel, materials, and equipment.
- Promote continuous improvement by conducting procedural compliance assessments, sharing lessons learned, and implementing industry innovation within project planning practices.
Experience & skills
- Minimum 15 years of industry experience in Planning or Project Controls within large-scale EPC environments, with a proven track record delivering complex, high-value programmes and mega projects.
- At least 5 years of experience managing large-volume programmes and 5 years of experience in the Middle East region, working with multicultural and multidisciplinary teams.
- Advanced expertise in Primavera P6, including schedule development, integration, data manipulation, analytics, and reporting visualization.
- Strong knowledge of project management principles, EPC lifecycle processes, cost management systems, risk management tools, estimating systems, PMIS, EDMS, and digital project controls technologies.
- Demonstrated leadership capability with experience managing large teams and influencing executive-level stakeholders.
- Degree-level qualification in Project Management, Project Controls, Engineering, or equivalent professional experience.
- Membership in a relevant professional institute or possession of recognized certifications in project controls or planning disciplines.
- Excellent written and spoken English communication skills, with the ability to present complex performance data in a clear and strategic manner.
