Job description
QatarEnergy is seeking a highly experienced and qualified Head of Port Regulations to lead the development, implementation, and enforcement of regulatory frameworks within its port operations. This senior leadership role is responsible for ensuring compliance with all applicable national and international maritime laws, conventions (such as SOLAS, MARPOL, STCW), and regulatory standards. The role oversees port safety and security, interfacing with internal departments and external authorities to enforce port policies, regulate vessel movements, and ensure operational excellence. The ideal candidate will bring command-level maritime experience, regulatory insight, and leadership capabilities to maintain QatarEnergyâs compliance and enhance safety and efficiency within the port jurisdiction.

Key responsibilities
- Develop and enforce port regulations aligned with national, regional, and international maritime conventions and laws
- Oversee all safety and security measures within the port boundary and ensure effective coordination with security authorities
- Ensure compliance with maritime conventions including SOLAS, MARPOL, STCW, and related regulations
- Advise on port operations policies related to vessel movements, cargo handling, and marine safety
- Manage regulatory audits and inspections and implement corrective actions where necessary
- Coordinate with QatarEnergy departments to align operational and regulatory standards
- Lead port regulation initiatives to enhance safety, security, and efficiency
- Represent the organization in regulatory forums and industry consultations
- Introduce innovative regulatory solutions and updates in response to evolving maritime laws
- Mentor and lead port regulation teams, promoting continuous improvement and compliance culture
Experience & skills
- Minimum of 15 years maritime industry experience with at least 5 years in a management role across port or marine operations
- Command experience preferred (e.g., Master Mariner or equivalent)
- Extensive knowledge of International Maritime Conventions (SOLAS, MARPOL, STCW)
- Deep understanding of marine legislation, port safety standards, and seaport regulatory practices
- Proven ability to lead independently and develop innovative regulatory frameworks
- Strong interpersonal and leadership skills for cross-functional collaboration
- Fluent in English; Arabic language proficiency is an advantage
