Job description
The Senior Manager – Procurement at AD Ports Group in Abu Dhabi is responsible for executing a wide range of procurement activities for large international civil projects, overseeing both pre-award and post-award procurement processes. The role leads the International Office procurement strategies, including contract negotiation, award submission, purchase orders, supplier performance evaluation, and identification of cost-saving opportunities to meet financial objectives. This position requires developing and implementing sourcing strategies, reviewing ITT packages, resolving bidder exceptions, conducting commercial evaluations, managing claims and disputes, and maintaining high stakeholder engagement while protecting commercial interests. The Senior Manager builds strong relationships with suppliers and vendors, monitors procurement KPIs, advises on best practices, and conducts corporate benchmarking. The role also includes strategic oversight of division budgets, monitoring expenditures, ensuring compliance with AD Ports Group policies, and aligning procurement activities with delegation of authority. Leadership responsibilities include managing, coaching, and developing a high-performance procurement team, conducting trainings, providing access to necessary resources, and fostering cultural sensitivity and adaptability across global teams. The position demands a deep understanding of procurement regulations, industry standards, strategic issues, and the ability to deliver complex solutions, negotiate effectively, and drive impactful results in a fast-paced international procurement environment.

Key responsibilities
- Lead the execution of International Office procurement strategies for large civil projects, ensuring alignment with AD Ports Group policies, delegation of authority, and organizational objectives.
- Oversee day-to-day procurement operations to ensure efficiency and effectiveness across pre-award and post-award activities, including purchase orders, contract negotiation, supplier performance monitoring, and award submissions.
- Lead negotiations for Civil and Equipment contracts with bidders, contractors, and suppliers, ensuring favorable contractual terms and alignment with financial and operational objectives.
- Provide guidance and coaching to stakeholders in evaluating procurement requirements, assessing risks, developing sourcing strategies, and ensuring compliance with company policies and industry standards.
- Review ITT packages, evaluate changes, resolve bidder exceptions, conduct commercial evaluations, and provide award recommendations to senior management.
- Manage supplier/vendor claims and disputes, collaborate with internal departments to investigate issues, ensure high stakeholder engagement, and protect commercial interests of AD Ports Group.
- Build and maintain strong relationships with key suppliers and vendors, delivering performance reports to senior management and advising on supplier capabilities and market trends.
- Lead corporate benchmarking exercises, identify procurement savings opportunities, analyze market trends, and recommend best practices to enhance procurement performance.
- Monitor division budgets, track expenses, manage procurement KPIs, and highlight critical issues for senior management decision-making.
- Oversee and develop the procurement team, providing ongoing performance feedback, coaching, identifying development needs, conducting trainings, and ensuring access to necessary resources including budget and technology.
Experience & skills
- Minimum of 12 years of experience in procurement, including in-depth pre-award and post-award contract management for large international projects.
- Proven experience in procurement regulations, industry standards, and strategic sourcing across civil and equipment contracts.
- Strong negotiation, stakeholder engagement, and supplier relationship management skills with the ability to resolve complex commercial and contractual issues.
- Exceptional leadership and people management skills with a track record of developing high-performance teams, providing coaching, and conducting trainings.
- Demonstrated ability to analyze market trends, identify cost-saving opportunities, perform benchmarking exercises, and implement procurement best practices.
- Strong financial acumen, including budget monitoring, cost-saving analysis, and alignment of procurement activities with organizational financial objectives.
- Cultural sensitivity, adaptability, and the ability to work collaboratively with internal teams and external stakeholders across multiple geographies.
- Excellent analytical, problem-solving, and research skills with the ability to design strategic procurement solutions and deliver significant business impact.
- Proficiency in English (written and spoken); knowledge of additional regional languages is highly advantageous.
- Ability to understand strategic organizational issues, hold an overall perspective, and make data-driven decisions to optimize procurement performance.
- Technical competence in procurement evaluation, sourcing, contract management, negotiation, supplier relationship management, and financial oversight.
