Job description
Operational Excellence Manager (PMO) responsible for driving efficient project delivery and continuous improvement across the organization within a project management and construction environment. The role oversees project management standards, ensures alignment with strategic objectives, and supports teams in achieving consistent, high-quality outcomes across large-scale projects. The position involves reviewing and updating policies, processes, procedures, quality assurance frameworks, risk management practices, training programs, and project monitoring and reporting structures. The Operational Excellence Manager develops and ratifies department operating structures and procedures based on Project Management Methodology (PMM), assesses PMO staff capabilities, recommends roles and responsibilities, and prepares knowledge transfer programs including comprehensive on-the-job learning initiatives. The role ensures implementation of Stage-Gate Process across projects, establishes and maintains a quality management system aligned with PMM, and enforces quality assurance management for each project. The position requires analyzing operational and project performance data, identifying risks and trends, implementing risk management procedures, maintaining risk registers, reviewing project risk registers monthly, and coordinating risk mitigation actions. The Operational Excellence Manager coordinates with departments to implement initiatives, reviews bidder quality submittals, develops KPIs, prepares operational performance reports, consolidates dashboards, develops NWC dashboard, and manages PMIS systems including Primavera P6, Oracle Project Module, and Oracle Unifier. The role includes ensuring accurate and timely project data input, coordinating contractor and consultant performance evaluations, and ensuring compliance with quality, environmental, safety, and occupational health policies. The position supports continuous improvement, capacity building, and talent development while maintaining governance standards and operational excellence across large-scale projects.

Key responsibilities
- Review and update policies, processes, procedures, quality assurance frameworks, risk management practices, training programs, and project monitoring and reporting systems to drive operational excellence and ensure alignment with organizational objectives
- Develop and ratify department operating structure, operating processes, and procedures based on Project Management Methodology (PMM) while assessing PMO staff capability and recommending roles and responsibilities
- Prepare and implement knowledge transfer programs including comprehensive on-the-job learning initiatives to support PMO team development and operational capability building
- Ensure Stage-Gate Process is applied consistently across all projects while establishing and maintaining a quality management system aligned with PMM and enforcing quality assurance management for each project
- Implement risk management procedures and systems aligned with PMM templates including establishing risk registers, identifying risks, assessing likelihood, defining mitigation measures, and assigning responsibilities
- Review and monitor project risk registers on a monthly basis, analyze project performance data, identify operational risks and issues, and implement corrective actions
- Develop KPIs, project dashboards, consolidated NWC dashboards, and performance reports while reviewing and validating project monthly dashboards and highlighting operational concerns
- Ensure timely and accurate data input into PMIS systems including Primavera P6, Oracle Project Module, and Oracle Unifier while coordinating contractor and consultant performance evaluations and ensuring compliance with quality, environmental, safety, and occupational health policies
Experience & skills
- Hold Bachelor's degree in engineering from an accredited university with extensive experience in project management and operational excellence environments
- Demonstrate minimum 20 years experience in project management environments on large-scale projects including responsibility for setting up and running a Project Management Office (PMO)
- Demonstrate thorough knowledge and experience in professional project management processes, procedures, and Project Management Methodology (PMM)
- Possess working knowledge of engineering, procurement, contracts, construction, and start-up or set-up work processes across large-scale projects
- Demonstrate experience in continuous improvement initiatives, operational excellence frameworks, and capacity building or talent development programs
- Demonstrate strong management, supervisory, and personnel administrative functions within complex project environments
- Demonstrate experience implementing quality management systems, risk management frameworks, and performance monitoring systems across projects
- Demonstrate excellent verbal and written communication skills with ability to coordinate across departments and manage stakeholders within large organizations
