Job description
The Associate Director ā Wet Utilities Distribution Networks at The Red Sea Utility Company (RSUC) is responsible for managing, overseeing, and directing the delivery of wet utilities distribution systems for Red Sea Global projects. This includes potable water, sewage, treated sewage effluent (TSE), and waste management systems, with a focus on sustainable infrastructure. The role involves planning and managing the design and implementation of distribution network projects across BOOT, PPP, and Design & Build frameworks, ensuring alignment with RSUC and RSG business objectives. Key responsibilities include leading engineering, construction, testing, and commissioning teams; managing technical documentation, tender preparation, and bid evaluations; overseeing contractors and consultants to ensure compliance with technical, quality, and budget standards; ensuring timely permits and approvals; and reviewing engineering design to meet functional specifications and cost planning requirements. The role requires monitoring project performance, resolving design and construction challenges, verifying technical claims, and ensuring system testing and commissioning meet functional and contractual requirements before acceptance. Additionally, the Associate Director will provide leadership to the wet utilities team, build cross-functional collaboration with technical services, operations, and commercial functions, and ensure compliance with health, safety, environmental, and quality standards. The role also entails contributing to the strategic development of the wet utilities roadmap, managing budgets and risk, and fostering continuous improvement and innovation in smart sustainable utility networks.

Key responsibilities
- Develop and implement strategic and functional roadmaps for wet utility distribution networks aligned with RSUC and RSG goals.
- Manage and direct engineering design, construction, and commissioning teams for wet utility projects.
- Prepare and oversee employer requirements, tender documents, and technical specifications for consultants, contractors, and PPP partners.
- Lead the evaluation and selection of technical advisory consultants, independent engineers, and PPP consortia.
- Oversee the design and development of wet utility transmission and distribution networks including water, sewage, TSE, and waste systems.
- Ensure timely and accurate project schedules, quality compliance, and cost control through detailed delivery plans.
- Review engineering designs, ensuring technical adequacy, material compliance, and input into cost planning.
- Ensure regulatory permits are obtained before construction commencement and compliance maintained throughout project execution.
- Monitor design and construction progress to ensure adherence to approved plans, contracts, and standards.
- Coordinate issue resolution during design and construction phases and validate claims for additional works.
- Supervise commissioning and testing activities including performance, reliability, and capacity testing prior to acceptance.
- Ensure full documentation of technical studies, reports, manuals, and O&M plans from consultants and contractors.
- Provide technical support to other RSUC functions such as operations, technology, and commercial services.
- Review project progress with cost management and planning teams, tracking performance against budget and schedule.
- Manage relationships with consultants, contractors, and stakeholders to ensure delivery excellence and risk mitigation.
- Contribute to financial planning, budget preparation, and reporting on performance versus targets.
- Foster a high-performance culture by mentoring and developing wet utilities technical teams.
- Implement risk management strategies and safety, quality, and environmental compliance measures.
- Identify and implement continuous improvement initiatives and new technologies in sustainable utility distribution.
Experience & skills
- Bachelorās or Masterās degree in Mechanical, Chemical, Environmental, or Civil Engineering or a related field.
- 12ā15 years of relevant experience, including at least 3 years in a managerial capacity overseeing large sustainable utility infrastructure projects.
- Proven experience in KSA and GCC markets, preferably with BOOT/PPP frameworks.
- Expertise in wet utility systems (potable water, sewage, TSE, waste collection).
- Strong project management, design coordination, and stakeholder engagement skills.
- Knowledge of smart, sustainable infrastructure systems preferred.
- Demonstrated leadership, risk management, and cross-functional collaboration capabilities.
- Proficiency in technical documentation, cost planning, and construction supervision.
- Commitment to environmental, health, and safety compliance and continuous improvement practices.
