Job description
The Senior Officer ā Permit to Work (PTW) at OQ Exploration and Production in Tubul, Oman is responsible for providing on-site, day-to-day operational support, coordination, and documentation within B60 Field Operations under the supervision of the Team Lead for Operations B-60. The position ensures compliance with key operational support processes, including Management of Change (MOC), Standard Operating Procedures (SOP), Permit to Work (PTW), and Process Safety Management (PSM). The role involves maintaining proper records and documentation, preparing reports and KPIs, and facilitating operational audits to maximize efficiency, operational continuity, and adherence to safety standards. The Senior Officer issues operations-approved permits, provides troubleshooting assistance during upset or abnormal conditions, and supports the team in incident response, risk assessments, and continuous improvement activities. Responsibilities extend to operational documentation management, coordinating with asset integrity and engineering teams, developing production forecasts, and supporting reliability and safety initiatives. The role demands strong familiarity with upstream oil and gas operations, extensive knowledge of PTW systems (preferably electronic), and competency in health, safety, and environmental standards, ensuring compliance with Omani government regulations and international operational best practices.

Key responsibilities
- Coordinate and execute key operational support processes, including MOC, SOP, PTW, and PSM, ensuring alignment with operational standards
- Review and follow up on operational plans and programs to proactively execute support procedures and maintain documentation accuracy
- Promote and share methodologies to reinforce understanding of operational processes across the team
- Preserve and update documentation, providing operational reports, statistics, and KPIs for management use
- Support the operations team in developing and obtaining approvals for process documentation and audits
- Act as focal point for documentation-related audits and operational process briefings
- Issue and manage Operations-approved permits (PTW) and distribute reports to relevant stakeholders
- Provide operational troubleshooting support during upset or abnormal situations, assisting in root cause analysis (RCA)
- Develop monthly production forecasts and reports, identifying performance gaps and proposing improvements
- Participate in risk management activities, including HAZOP, SIL reviews, and technical assessments
- Review and enhance operational procedures, emergency response instructions, and standing instructions
- Coordinate with Asset Integrity, Projects, and Engineering teams for reliability, integrity, and new project support
- Create and manage Purchase/Service Requisitions (PR/SR), perform technical evaluations (TE), and liaise with relevant departments
- Track open safety concerns and collaborate with operations to implement corrective actions
- Act as Control Room Operator (CRO) or Operation Team Lead during absences as needed
Experience & skills
- Hold a Diploma or Degree in Mechanical or Process Engineering or a relevant discipline
- Possess 1ā2 years of experience in Upstream or Downstream Operations
- Demonstrate familiarity with operational processes and documentation including PTW, MOC, SOP, and PSM
- Show experience in operational auditing and HSSE audits
- Have strong understanding of EPTW systems and health and safety concepts such as hazard and risk assessment, confined space entry, and equipment safety
- Demonstrate strong interpersonal, communication, and presentation skills with multicultural sensitivity
- Be computer literate with expertise in MS Office
- Have hands-on experience as a Field Operator and Control Room Operator
- Exhibit planning, analytical, and problem-solving abilities with an emphasis on operational excellence and safety compliance
