Job description
The Manager / Senior Manager ā Smart Cities will lead advisory and implementation engagements within AtkinsRĆ©alisā Smart Cities & Places practice. The role is pivotal in defining, managing, and delivering digital transformation strategies across large-scale urban developments in the GCC, with a primary focus on KSA. Acting as both a delivery lead and trusted client advisor, this position blends technical expertise, commercial acumen, and strategic insight across smart city platforms, system integration, governance, and procurement. The ideal candidate is a thought leader capable of translating city visions into executable frameworks ā driving outcomes that enhance sustainability, resilience, and operational intelligence. This role offers significant client exposure, cross-disciplinary collaboration, and the opportunity to shape the digital future of cities through technology, data, and innovation.

Key responsibilities
- Lead multidisciplinary consulting teams in delivering end-to-end smart city advisory projects ā from strategy development and scoping through implementation and operational transition.
- Define smart city strategies, roadmaps, and implementation frameworks that align with clientsā master planning, sustainability, and digital transformation objectives.
- Act as primary client interface, managing relationships with senior government officials, developers, and operators to ensure successful project outcomes.
- Integrate smart city systems and services requirements into urban masterplans and infrastructure designs.
- Lead the preparation of MSI/DSI RFPs, including technical specifications, evaluation criteria, and vendor selection processes.
- Conduct vendor assessments, manage commercial and technical evaluations, and support contract negotiations and governance.
- Develop cost-benefit analyses, business cases, and investment models for smart city initiatives.
- Establish and oversee Smart City Governance Frameworks, covering roles, processes, KPIs, and performance management mechanisms.
- Coordinate and monitor smart city implementation during construction and operations, ensuring integration of digital platforms with physical assets.
- Provide expert advisory on command and control centers, digital infrastructure, cybersecurity, mobility systems, and sustainability solutions.
- Facilitate stakeholder workshops and executive presentations to align expectations, validate requirements, and resolve delivery challenges.
- Lead and mentor consultants to ensure consistent quality, on-time delivery, and capability development across the team.
- Contribute to business development through opportunity identification, proposal leadership, client presentations, and market engagement.
- Represent AtkinsRƩalis at industry events and forums, positioning the firm as a leader in smart city innovation and advisory.
- Contribute to practice growth by developing frameworks, methodologies, case studies, and talent development initiatives.
Experience & skills
- Bachelorās degree in Engineering, Computer Science, ICT, or related technical field; Masterās or MBA preferred.
- 10ā12 years of professional experience, including at least 5 years in smart city advisory, digital transformation, or technology-driven urban projects.
- Strong expertise in smart city systems integration, platform architecture, and digital infrastructure planning.
- Proven experience in procurement management ā RFP development, vendor evaluation, and contract negotiation for MSI/DSI or similar large programs.
- Demonstrated ability to develop cost-benefit analyses, business cases, and smart city investment models.
- Experience leading large, cross-functional consulting teams in complex, multi-stakeholder environments.
- Proficiency in Smart City Governance Frameworks, KPI design, and implementation oversight.
- Strong commercial and financial literacy with the ability to align technical and business objectives.
- Hands-on knowledge of smart city verticals ā mobility, environment, utilities, public safety, sustainability, and data platforms.
- Effective communication and presentation skills; ability to engage with senior executives, government bodies, and multidisciplinary teams.
- Proven success in business development, proposal preparation, and client relationship management.
- Deep understanding of the GCC smart city ecosystem, especially within KSA and UAE markets.
