Job description
The Enterprise Services Senior Manager role at ENOC in Dubai is responsible for overseeing the management, maintenance, governance, integration, development, assurance, and support of all enterprise solutions across the organization, including both in-house and third-party applications. The role ensures that all application development, integration, quality assurance, and support activities comply with ENOC standards, policies, and IT governance frameworks. The position leads the full application development lifecycle, including functional and technical specification review and approval, capacity planning for development teams, and enforcement of PMO and IT service management standards. The role oversees enterprise application integration across the application landscape and ensures proper governance of third-party solutions and platforms. The Enterprise Services Senior Manager leads software quality assurance processes, including validation and approval of test cases and test plans, ensuring system reliability and operational readiness. The role also manages post-go-live application support and ensures adherence to SLAs and IT service management standards. The position requires availability 24x7 to respond to critical incidents and support IT emergency response teams on-site when required. The role is responsible for identifying innovative technologies and emerging solutions to improve enterprise service performance and reliability. In addition, the position oversees financial management of enterprise applications, including budgeting, cost control, total cost of ownership (TCO), and return on investment (ROI) analysis. The role also includes workforce planning, talent management, KPI tracking, and performance management for application teams, ensuring continuous development of technical and operational capabilities. The position requires strong stakeholder management across internal and external parties and supports strategic decision-making through timely reporting and data-driven insights.

Key responsibilities
- Oversee management and maintenance of all enterprise applications and ensure full application lifecycle governance across ENOC systems
- Lead application development lifecycle including design, development, integration, testing, deployment, and post-go-live support
- Review and approve functional and technical specifications for enterprise application development and integration projects
- Lead capacity planning for software development teams to ensure optimal resource allocation and delivery efficiency
- Ensure adherence to IT governance, PMO frameworks, and IT service management standards across enterprise solutions
- Oversee integration of enterprise applications across the IT landscape and approve system integration designs and implementations
- Lead software quality assurance processes including validation and approval of test cases and test plans
- Manage third-party applications and vendor solutions ensuring compliance with enterprise governance and operational standards
- Oversee application support operations post go-live and ensure adherence to SLAs and incident management procedures
- Manage enterprise applications budgeting, financial reporting, TCO analysis, and ROI evaluation for IT investments
- Develop workforce planning strategies, set performance objectives, and conduct performance reviews for IT teams
- Lead talent development, coaching, and productivity management to achieve KPI and service level targets
- Build stakeholder relationships across business and IT functions to support enterprise service delivery and strategic alignment
Experience & skills
- Hold Bachelor's degree in Computer Science, Engineering, or Business; Master's degree preferred in related technical or business discipline
- Demonstrate minimum 13 years of IT experience with at least 5 years in enterprise applications or IT leadership roles
- Demonstrate experience in managing enterprise application development, integration, and lifecycle management
- Demonstrate experience in software quality assurance including test planning and validation processes
- Demonstrate experience in IT service management frameworks such as ITIL and governance methodologies
- Demonstrate certification knowledge such as MCSD, RHCEAD, Oracle, Java, PRINCE2, or PMP
- Demonstrate experience in capacity planning, PMO governance, and application delivery management
- Demonstrate experience managing third-party software solutions and enterprise vendor relationships
- Demonstrate strong financial management skills including IT budgeting, TCO, and ROI analysis
- Demonstrate strong stakeholder management, leadership, and 24x7 operational support capability for critical IT systems
