Job description
The Senior Specialist β Compliance Monitoring Engineer at flydubai, based in Dubai, is responsible for monitoring and enforcing compliance with aviation regulations, internal procedures, and quality standards across maintenance, engineering, training, and operational areas. Acting as a subject matter expert, this role conducts audits, evaluates personnel, reviews service providers, and ensures that corrective and preventive actions are effectively implemented. The position is critical in maintaining regulatory compliance with the GCAA, IATA ISARPs, and internal company requirements.

Key responsibilities
- Conduct audits across maintenance, engineering, training, ground operations, safety, and security to verify regulatory and procedural compliance within defined schedules
- Review updates and changes to manuals, procedures, and maintenance training materials to ensure compliance with regulations and identify opportunities for improvement
- Update and maintain Compliance Monitoring Manual, audit procedures, and checklists continuously to reflect regulatory and procedural changes
- Present audit findings and recommendations to internal stakeholders, suppliers, and service providers, escalating non-conformities and ensuring timely corrective and preventive actions
- Verify the adequacy of CAPA measures and review root cause analyses to ensure issues in maintenance & engineering are effectively resolved
- Act as subject matter expert for investigations related to compliance in maintenance & engineering, guiding quality boards and ensuring personnel meet all authorization and competency standards
- Approve or suspend personnel authorizations, licenses, and certifications following thorough evaluation and due diligence processes
- Review and approve maintenance service providers including MROs, line maintenance providers, and parts suppliers, ensuring adherence to company and regulatory standards
- Endorse personnel license applications to regulatory authorities such as the GCAA, ensuring all applicants meet qualification and experience requirements
- Liaise with regulatory bodies to resolve compliance matters and ensure alignment with applicable laws and aviation standards
- Author Compliance Monitoring Notices to communicate regulatory or procedural changes impacting compliance requirements
- Identify, develop, and implement process improvements within the Compliance Monitoring department to enhance quality and regulatory adherence
- Utilize specialized tools such as QPulse, Intelex, and AMOS to monitor compliance and track audit and corrective action activities
- Ensure adherence to ISR policies, completing awareness sessions, and reporting weaknesses or incidents as required
Experience & skills
- Bachelorβs degree in engineering or a related discipline
- Minimum 5 years of experience in airline or MRO quality assurance or compliance monitoring, or 8 years as certifying personnel in an airline or MRO
- Specialized training/experience with QPulse, Intelex, and AMOS
- GCAA CAR 66 License with type rating or equivalent
- IRCA certified Lead Auditor training or equivalent in quality management systems
- Fluent in English; additional languages are an advantage
- Strong knowledge of regulatory compliance requirements including GCAA and IATA ISARPs
- Proven ability to conduct audits, investigations, and enforce corrective actions effectively
- Excellent decision-making, strategic thinking, and business acumen skills
- Strong interpersonal and communication skills to liaise with internal teams, regulators, and service providers
