The Manager - Technology Business Management at Dubai Holding supports the Group Chief Technology Officer (GCTO) in managing and executing the Technology agenda across the organization, ensuring priorities, decisions, and workstreams are effectively coordinated, tracked, and translated into actionable deliverables. The role involves driving business management activities across the Technology function including performance monitoring, reporting, strategic initiative support, cross-functional coordination, governance, and execution of projects within the GCTO Office. The position requires leading internal communication, preparing materials for GCTO meetings, developing high-quality reports, presentations, and analytical summaries for senior leadership, and coordinating leadership meetings and internal Technology events. The role includes supporting early-stage strategic initiatives, conducting market, financial, and operational analysis, translating strategic priorities into action plans, and collaborating with Strategy & Value Creation teams, external advisors, and internal stakeholders. The Manager is responsible for monitoring Technology KPIs, operational performance, risks, dependencies, and supporting annual planning cycles including business plans, manpower planning, and budget inputs. Responsibilities also include consolidating performance dashboards, coordinating governance processes, documenting decisions, liaising across engineering, infrastructure, cybersecurity, applications, digital services, and data teams, and escalating delivery challenges. The role requires preparing decision documents, briefing notes, reviewing proposals, synthesizing complex issues for executive leadership, and engaging stakeholders across Finance, HR, Legal, and corporate functions. The position demands proficiency in MS Office including PowerPoint, Excel, Word, SharePoint, familiarity with JIRA, and exposure to financial modelling, market analysis, reporting, and performance dashboards.

Key responsibilities
- Support the Group Chief Technology Officer (GCTO) by managing the Technology agenda, coordinating priorities, tracking decisions, translating workstreams into actionable deliverables, and ensuring smooth execution of Technology initiatives across the organization
- Lead internal communication and information flow within the GCTO Office, prepare materials for meetings, reviews, and decision-making forums, develop high-quality executive reports, presentations, and analytical summaries for senior leadership
- Support strategic initiatives by conducting market analysis, financial analysis, and operational analysis, structuring early-stage technology-led ventures, evaluating infrastructure opportunities, and translating strategic priorities into action plans with milestones
- Monitor Technology KPIs, operational performance, risks, and dependencies, support annual planning cycles including business planning, manpower planning, budget inputs, initiative tracking, and consolidate dashboards for executive leadership
- Coordinate governance activities including Technology leadership planning sessions, performance reviews, follow-up actions, documenting decisions, and ensuring alignment across engineering, infrastructure, cybersecurity, applications, digital services, and data teams
- Prepare decision documents, briefing notes, issue summaries, review submissions for quality and alignment with Technology priorities, and synthesize complex topics into concise executive-level outputs
- Engage stakeholders across Technology and corporate functions including Finance, HR, Legal, and shared services, facilitate communication, coordinate cross-functional initiatives, and support delivery of strategic projects
- Escalate delivery challenges, bottlenecks, risks, and operational issues to the GCTO, recommend solutions, support performance improvement initiatives, and ensure disciplined execution of Technology programs
Experience & skills
- Possess 8–10 years of experience in business management, strategy, planning, or financial analysis roles within technology, digital, infrastructure, consulting, or information environments
- Demonstrate experience supporting senior leadership including CTO, executive leadership, or cross-functional leadership teams across multi-disciplinary initiatives
- Hold a Bachelor's degree in Business, Technology, Engineering, Finance, or related field with postgraduate qualification such as MBA or equivalent considered advantageous
- Demonstrate strong analytical capabilities including financial modelling, market analysis, performance monitoring, and interpretation of operational data to generate actionable insights
- Show proficiency in MS Office tools including PowerPoint, Excel, Word, SharePoint and familiarity with JIRA or similar project management and tracking tools
- Demonstrate experience in KPI monitoring, business planning, budget planning, governance coordination, dashboard reporting, and executive-level communication
- Exhibit experience in stakeholder engagement across engineering, infrastructure, cybersecurity, applications, digital services, data teams, and corporate functions including Finance, HR, and Legal
- Demonstrate ability to support strategic initiatives, coordinate cross-functional workstreams, manage governance frameworks, and support Technology leadership execution and operational performance management
