The Project Manager - Revenue Cycle Management (RCM) System Implementation is responsible for end-to-end deployment of an RCM system across King’s College Hospital Dubai and its satellite locations, delivering full project lifecycle execution from initiation to go-live and hyper care. The role requires mastery of healthcare IT project management in Dubai, including DHA approvals, NABIDH onboarding, regulatory alignment, HL7 v2.5.1 interface development, SDWAN connectivity, insurance payer integrations, and JCI-accredited facility implementation requirements. The mandate spans developing detailed implementation plans (scope, WBS, schedules, governance), establishing project structures and RACI matrices, applying Waterfall, Agile, or Hybrid methodologies using MS Project, Jira, or Smartsheet, managing multi-phase rollouts, overseeing data migration using ETL processes, coordinating testing cycles, and managing cutover planning and go-live execution. The role requires extensive stakeholder and vendor management across DHA, insurance companies, clinical teams, finance, IT, C-suite executives, and RCM system vendors. It includes enforcing DHA data protection, audit logging, NABIDH MDS compliance, interface approvals, and regulatory validation. Responsibilities cover risk mitigation, business continuity planning, fallback procedures, vendor SLA oversight, budget development, CPI monitoring, purchase order and invoicing management, and conducting training programs using change frameworks like ADKAR, Kotter, and Prosci. The role drives war room operations, hyper care support, user adoption analysis, closeout documentation, knowledge transfer, and transition to IT operations, ensuring successful go-live, regulatory compliance, and stakeholder satisfaction.

Key responsibilities
- Lead planning and execution of RCM system deployment across all KCH Dubai locations
- Develop detailed project plans including scope, WBS, schedules, budgets, resource allocation, and governance structures
- Establish project organization, steering committees, workstream leads, and RACI matrices
- Apply Waterfall, Agile, or Hybrid methodologies using MS Project, Jira, or Smartsheet
- Coordinate multi-phase deployment rollout including pilot design, parallel runs, cutover and transition planning
- Manage NABIDH integration projects including HL7 v2.5.1 development, SDWAN setup, compliance validation, and DHA approvals
- Lead Dubai payer integration with Daman, AXA, Oman Insurance, Dubai Insurance, and Saada systems
- Oversee data migration including extraction, cleansing, transformation, test cycles, and production cutover
- Coordinate technical go-live activities including interface activation, access provisioning, and production support
- Manage stakeholder engagement with DHA, insurance companies, and C-suite executives
- Facilitate workshops for clinical, finance, IT, and end-user teams for validation, reviews, and UAT
- Oversee vendor management including SLA tracking, quality gates, and milestone-based payments
- Ensure system implementation adheres to DHA and JCI regulatory requirements
- Identify and mitigate project risks through contingency planning and fallback procedures
- Lead cross-functional teams including analysts, interface developers, DBAs, engineers, security, testers, and trainers
- Deliver project financial management including budget creation, variance analysis, and cost performance monitoring
- Apply ADKAR, Kotter, or Prosci frameworks for change management and organizational readiness
- Oversee training programs including curriculum development, e-learning, classroom delivery, and super user development
- Coordinate go-live war room operations and hyper care support cycles
- Define KPIs, measure success, prepare closeout documentation, and transition system to IT operations
Experience & skills
- Hold a bachelor's degree in IT, Healthcare Management, or Business Administration; master’s degree preferred
- Possess PMP certification (mandatory); PRINCE2, PMI-ACP, CPHIMS, CAHIMS preferred
- Have 7–10 years of progressive healthcare IT project management experience
- Have 5–7 years of RCM system implementation experience in hospitals with proven go-lives
- Bring 3–5 years of Dubai healthcare project experience including DHA approvals and NABIDH integration
- Demonstrate expert knowledge of Waterfall, Agile, and Hybrid methodologies
- Show advanced proficiency with MS Project, Jira, and Smartsheet
- Understand healthcare data migration (ETL, validation, cutover), HL7, FHIR, and integration testing
- Have deep knowledge of DHA requirements, NABIDH onboarding, and JCI technology standards
- Show familiarity with major RCM platforms such as Epic, Cerner, Oracle Healthcare, Allscripts, McKesson, and MEDITECH
- Demonstrate strong stakeholder management capabilities including C-suite engagement
- Exhibit strong analytical, risk management, budgeting, and reporting skills
- Fluency in English and experience presenting to executive-level audiences
