Job description
The Operations Manager at EPPCO Aviation, under ENOC, is responsible for overseeing all aviation and pipeline operations across multiple locations including DIA-ITP, Minhad, Fujairah, JIFF, and DWC Fuel Farm. This senior role entails ensuring safety, efficiency, and regulatory compliance (JIG, Chevron, ISO) across fuel handling and infrastructure. The manager is accountable for project lifecycle management, including design, execution, and commissioning of aviation refueling equipment and infrastructure. Additional responsibilities include managing the Snake and Falcon pipeline systems, leading HSSE initiatives, monitoring performance KPIs, and preparing Opex and Capex budgets. The role involves liaising with shareholders, airport authorities, internal departments, and service providers. The manager must demonstrate strong leadership, technical, and interpersonal skills, with a focus on operational excellence and staff development. Candidates must have 15+ years of aviation operations experience, including refueling systems design, and preferably pipeline operations experience.

Key responsibilities
- Ensure aviation operations and asset maintenance comply with ISO, Chevron, JIG, and HSSE standards
- Conduct spot checks on operational activities, staff, and equipment to verify compliance
- Manage EA projects from feasibility through commissioning
- Design and upgrade aviation refueling equipment incorporating JIG standards
- Provide technical input for JIFF, DWC Fuel Farm, and industry committees
- Develop and manage systems for the Snake and Falcon pipelines, including 3rd party SLAs
- Benchmark pipeline practices against international standards and conduct inspections
- Lead HSSE culture development and compliance across operations
- Review and approve management of change (MoC) documentation
- Prepare and consolidate Opex and Capex budgets in alignment with business plans
- Monitor financial performance and implement cost-saving initiatives
- Develop KPIs for EA performance and implement periodic reviews
- Coordinate with service providers and airport authorities to resolve operational issues
- Manage administrative compliance and oversee vendor payments
- Develop staff recruitment, promotion, and appraisal procedures
Experience & skills
- Hold an Engineering degree
- Have a minimum of 15 years of experience in aviation operations and aviation project management
- Possess experience in aviation refueling equipment design
- Preferably have experience in operation and maintenance of fuel pipelines
- Demonstrate excellent leadership and interpersonal skills
- Exhibit strong HSSE knowledge and commitment
- Have strong verbal and written English communication skills
- Possess competent computer skills
