Job description
Masdar, a global leader in renewable energy and green hydrogen headquartered in Abu Dhabi, is seeking a Head of Talent Development to design and execute enterprise-wide talent strategies that shape the future of its workforce. Reporting to the People & Culture Division, the role oversees global learning, leadership, and career development initiatives that build future-ready capabilities across Masdarâs 40+ country operations. The incumbent will define and lead the companyâs global talent development strategy, aligning people programs with business objectives and sustainability goals. Responsibilities include creating leadership frameworks across career levels, developing technical and behavioral competency models, integrating learning and performance management systems, and leveraging AI-driven platforms such as Workday, Cornerstone, and Degreed. The role also covers UAE National Talent Development through graduate programs, Emirati workforce planning, and partnerships with educational institutions. Key deliverables include building scalable leadership pipelines, fostering continuous learning, implementing metrics-driven L&D programs, managing employee engagement and recognition initiatives, and promoting wellness and inclusion. The Head of Talent Development will lead a high-performing team, oversee talent budgets, and engage with C-level stakeholders to embed a culture of growth and innovation within Masdarâs global operations.

Key responsibilities
- Develop and execute annual operational business plans, KPIs, and performance reports aligned with Masdarâs strategic objectives
- Define and lead Masdarâs global talent development strategy to build future-ready workforce capabilities
- Identify, evaluate, and implement advanced learning platforms such as LMS, LXP, and AI-based development tools
- Design and deploy leadership frameworks for all career levels including emerging leaders, mid-level managers, and executives
- Partner with senior leaders to assess leadership needs, deliver tailored coaching, and strengthen succession pipelines
- Build and govern career frameworks, mentoring programs, and structured development plans
- Promote international mobility and manage global talent assignments to enhance career progression opportunities
- Develop and integrate competency and capability frameworks across technical and behavioral dimensions
- Embed competency frameworks into performance management, learning programs, and talent review processes
- Maintain a global talent database to provide analytics-driven insights on skills, gaps, and opportunities
- Foster a culture of continuous learning through digital learning platforms, microlearning, and experiential education initiatives
- Measure learning impact and ROI through data analytics and reporting tools
- Collaborate with business units to identify critical roles, successors, and talent gaps to inform workforce readiness plans
- Develop and manage Emirati graduate programs and UAE national development strategies
- Partner with government entities and educational institutions to enhance Emirati talent pipelines
- Drive employee engagement, wellness, and recognition programs such as Masdar Annual Awards and KAFU
- Lead and mentor the talent development team to ensure high engagement and operational excellence
- Oversee budgeting processes and monitor financial performance to optimize talent development investments
- Provide consultative expertise to C-level executives to align people development strategies with business priorities
- Ensure alignment of all talent initiatives with Masdarâs sustainability, innovation, and clean energy goals
Experience & skills
- MBA or relevant Masterâs degree from a top-tier internationally recognized institution
- Bachelorâs degree in Human Resources, Business Administration, Psychology, or equivalent field
- 12â15 years of experience in Talent Development with a minimum of 5 years in a leadership capacity
- Proven expertise in designing and implementing enterprise-wide leadership and career development frameworks
- Strong understanding of learning principles, competency modeling, and succession planning
- Experience with digital learning systems including Workday, Cornerstone, and Degreed
- Demonstrated success in aligning talent strategies with business outcomes in global or sustainability-focused organizations
- Deep experience in metrics-based learning evaluation and return on investment (ROI) analysis
- Strong communication and stakeholder management skills, with ability to influence at executive levels
- Exposure to Middle East and GCC labor markets and familiarity with Emiratization programs
- Knowledge of change management principles and organizational transformation
- Experience managing cross-functional teams and large-scale development initiatives in multinational environments
