Job description
The ANS Safety and Quality Manager at Serco is a strategic leadership role focused on the development, integration, and execution of Safety Management System (SMS) and Quality Management System (QMS) frameworks for air navigation services. The role ensures full compliance with ICAO, national, and international aviation standards, while mentoring local personnel and establishing a sustainable safety and quality culture. This individual will advise senior leadership, manage audits and risk mitigation, and interface directly with regulatory bodies like the CAA and ICAO. The position involves extensive collaboration, capacity building, and continuous improvement initiatives, forming the cornerstone of operational safety and excellence in a growing aviation services environment.
Required skills
Key responsibilities
- Design, implement, and integrate SMS and QMS frameworks into ANS operations
- Mentor local safety and quality staff to build sustainable in-house capability
- Guide tailoring of ICAO-compliant safety and quality frameworks including policies and risk reporting
- Advise senior management on safety and quality strategies and compliance
- Support audit readiness and certification with national and international aviation bodies
- Ensure alignment with ICAO Annex 19, Doc 9859, ISO 9001, EASA and national standards
- Develop staff capabilities through training, awareness programs and mentorship
- Conduct hazard reviews, risk identification and mitigation for ANS operations
- Establish and maintain risk registers, SPIs, and quality performance metrics
- Ensure proper management and reporting of incidents and audit findings
- Structure and schedule internal audits and support internal audit capacity building
- Interface with the CAA for regulatory updates, certification and audit compliance
- Promote safety and quality awareness through structured communication and workshops
- Draft procedures and documentation required for regulatory compliance
- Foster inter-departmental collaboration to embed ownership of safety and quality outcomes
Experience & skills
- Recognised qualification in Aviation Safety, Quality Management, Engineering or similar
- Validated Air Traffic Controller license in ADI/ADV, APS or ACS (or equivalent operations experience)
- ISO 9001:2015 Lead or Internal Auditor certification
- Demonstrated incident investigation experience
- Minimum 10 yearsâ experience in safety and/or quality management
- 5+ years in a senior/advisory role in aviation or ANSP
- Strong understanding of ICAO SARPs, Annex 19, Doc 9859, and related regulatory frameworks
- Experience with SMS, QMS and integrated management systems
- Prior engagement with civil aviation regulators or ICAO audit participation
