Job description
The Analyst – Regulatory Costing role supports regulatory compliance and internal reporting for Omantel by systematically acquiring, analyzing, and maintaining engineering and financial parameters required for telecom regulatory costing. The position operates within the Strategic Finance function and is responsible for building, maintaining, and validating fixed and mobile network cost models using HCA, CCA, and LRIC methodologies in alignment with regulatory requirements. The role ensures robust inputs through analysis of engineering parameters, operational statistics, network utilization, cost drivers, and financial data, supporting Omantel’s costing model, Unit P&L framework, and separated regulatory accounts. Responsibilities include producing regulatory and management reports, maintaining documentation aligned with TRA requirements, supporting audits and regulatory submissions, and providing expert network costing insights to senior management. The role also collaborates with finance, network operations, planning, marketing, and sales teams to support compliance, profitability improvement initiatives, and internal decision-making while remaining current on telecom regulations and best practices in regulatory cost accounting.

Key responsibilities
- Build fixed and mobile network cost models using HCA, CCA, and LRIC methodologies in accordance with regulatory requirements
- Develop, maintain, and update templates and designs for network costing models
- Control and supervise cost analysts’ tasks to ensure acquisition of robust data including ATRs, FAR, billing data, engineering data, network components, operational costs, utilization metrics, units, prices, and cost drivers
- Analyze and validate engineering parameters to ensure robust inputs for HCA, CCA, and LRIC models
- Oversee technical studies to attribute network element utilization to different call types within the cost driver grid of the Activity Based Costing system (SAS ABM)
- Supervise data gathering and ensure regular maintenance of operational financial and traffic statistics on a monthly basis
- Maintain controls over data sources including responsibility hierarchy tracking, documentation, and audit trails for model inputs
- Ensure quality assurance of cost modeling inputs, processes, and outputs
- Execute cost allocation processes using appropriate and available cost drivers
- Support maintenance, integration, and linkage of TD and BU LRIC cost models with cost-volume-relationship curves and supporting HCA and CCA data
- Prepare and maintain comprehensive documentation of network cost allocation methodologies aligned with TRA requirements
- Create and maintain documentation for HCA, CCA, and LRIC methodologies in compliance with regulatory and internal standards
- Support preparation and updates of ASMD, accounting documents, Detailed Attribution Methodology (DAM), and separated regulatory accounts submissions
- Provide expert network costing advice to senior management supported by rigorous analysis
- Analyze and prepare additional reports from costing models to support internal decision making
- Support consultants and auditors during compliance projects and regulatory audits
- Liaise with regulatory auditors to address observations and ensure audit reports are free from qualifications
- Prepare detailed responses to regulatory queries related to HCA, CCA, and LRIC submissions
Experience & skills
- Bachelor’s degree in Engineering, Telecommunications, Accounting, Finance, or Accounting and Finance
- Minimum of 3 years of experience in regulatory costing, cost accounting, or telecom finance
- Strong knowledge of fixed and mobile telecom network technologies, operations, usage, capacities, and assets
- Experience with HCA, CCA, and LRIC cost modeling methodologies
- Knowledge of regulatory accounting requirements and TRA compliance
- Experience working with Activity Based Costing systems such as SAS ABM
- Ability to prepare regulatory accounts, documentation, and audit support materials
- Strong capability in analyzing engineering parameters, cost drivers, and network utilization data
