Job description
The role leads the development, planning, programming, and delivery of an integrated eVTOL ecosystem within the transport business unit, covering global benchmarking, business case creation, commercial and procurement strategy, regulatory and licensing frameworks, safety oversight, monitoring systems, integration with other transport modes, and stakeholder engagement. It manages market scans, scenario planning, risk and opportunity analysis, and multi-modal integration with bus, rail, metro, road, and micro-mobility networks. Responsibilities span financial models, cost-benefit analysis, funding and financing models, commercial frameworks for pricing, leasing, licensing, vertiport development, and partnership structures including PPPs. The role interfaces with commercial and legal teams for contracting and operator agreements, monitors aviation and technology market developments including certification, propulsion and battery advancements, and ensures ongoing commercial viability. It develops regulatory frameworks for vertiport siting, airspace integration, operations, maintenance, safety, noise, emissions and certification, and manages licensing and permitting with civil aviation authorities, municipal bodies, airports and heliports. Safety responsibilities include establishing governance and control frameworks, defining KPIs for pilot and full operations, and setting up data collection, dashboards, reporting systems, security measures, emergency response, and cyber-threat management. The role leads stakeholder engagement across internal planning, infrastructure, regulatory, commercial, finance, legal, and environmental teams, as well as private operators, technology firms, airports, government entities, manufacturers, and community groups. It also oversees training programmes, capability building for regulatory and operational teams, integration of eVTOL operations into systems for asset management, control center functions, and incident response, and drives continuous improvement through pilots and scaling. Implementation duties include leading pilot projects to full deployment across scope, schedule, budget, quality and risk, coordinating multi-disciplinary work streams, monitoring and refining execution using performance data and benchmarks, reporting to senior leadership, and managing programme governance. The role requires experience with mobility innovation, regulatory frameworks, commercial transactions, licensing, major programme delivery, and understanding of aviation, air mobility and emerging eVTOL ecosystems.

Key responsibilities
- Develop the strategic roadmap for eVTOL deployment across short-, medium- and long-term horizons aligned with city-wide transport planning
- Lead benchmarking of global eVTOL deployment models, regulatory frameworks, commercial models and case studies to inform strategy
- Conduct market scans, competitor reviews, scenario planning and risk/opportunity analysis for eVTOL integration
- Develop multi-modal integration planning ensuring connectivity with bus, rail, metro, road and micro-mobility systems
- Define programme planning and programming including pilots, scaling phases, milestones, dependencies, budgets and deliverables
- Lead preparation of business cases, cost-benefit analyses, financial models, funding and procurement strategies and partnership models
- Define commercial frameworks for pricing, leasing, licensing, vertiport development, service provider models and PPP structures
- Interface with commercial and legal teams to structure transactions, contracts and operator agreements
- Monitor technology and aviation developments, including certification, battery/propulsion, and infrastructure trends
- Develop and implement regulatory frameworks for vertiport siting, airspace integration, operations, maintenance, safety and emissions
- Consult with civil aviation authorities and municipal bodies to define permitting and approval pathways
- Oversee licensing and approval processes for operators, vertiport developers and infrastructure planning consents
- Establish safety governance, control frameworks, risk management processes, incident investigation and safety audits
- Define KPIs and set monitoring, reporting and control systems including dashboards and performance reports
- Ensure integration of safety and security measures including emergency response, airspace intrusion and cyber-threat considerations
- Engage with internal departments and external partners including operators, technology firms, aviation regulators and community groups
- Lead stakeholder communications, consultations and public engagement on eVTOL introduction
- Define training programmes and capability-building initiatives for regulatory, operational and maintenance functions
- Integrate eVTOL operations into planning, operations, asset management and control center frameworks
- Lead pilot projects and full-scale implementation including scope, schedule, budget, risk and quality management
- Coordinate across planning, infrastructure, regulation, commercial and operations workstreams for coherent delivery
- Monitor and refine implementation based on data, benchmarks and stakeholder feedback
- Report to senior leadership, manage governance processes and escalate issues where necessary
Experience & skills
- Bachelor’s degree in Transport Planning, Engineering, Aviation or Business; Master’s degree or MBA preferred
- 10–15 years of progressively senior experience in transport planning, regulation or operations in a multi-modal context
- Proven experience in mobility innovation, regulatory frameworks, commercial transactions and major programme delivery
- Strong background in safety frameworks, control systems, licensing processes and stakeholder engagement
- Understanding of aviation and air mobility ecosystems and evolving eVTOL/urban air mobility domain
- Experience developing business models, financial analyses and structuring partnerships or PPPs
- Ability to manage cross-functional delivery in dynamic innovation environments
- Willingness to travel domestically and internationally for benchmarking and regulatory engagement
