Job description
Offshore vessels, subsea services and diving operations make up the categories this Senior Specialist manages for Milaha in Doha. Spend covers DSVs, CSVs, AHTS, PSVs/MPSVs and survey vessels, along with dry docking, PMS, marine systems, IRM, cable laying and mooring. Multi-year category strategies set the direction, tied to the Milaha-wide Procurement strategy and presented to the Tender Committee or leadership when needed. Market assessments, cost models, benchmarking and total cost of ownership analysis shape each sourcing decision, with mobilisation and demobilisation costs, day and standby rates and offshore risk allocation all part of the picture. Large-value RfX events, supplier selection and purchase orders run through Oracle Fusion. Negotiation is a core skill here, covering terms, renewals and long-term contracting strategies with input from Legal. Key supplier relationships are reviewed for performance, and category risks such as delivery dates, capacity and exchange rates are actively managed. Candidates need 8 to 12+ years in procurement or category management, including at least 5 in offshore marine, subsea, diving or EPCIC work, a Bachelor's in Engineering or Business Administration and fluent English, with IMCA knowledge, procurement certification and Arabic all desirable.
