Job description
Al-Futtaim Real Estate is expanding Dubai Festival City with major infrastructure works including new road networks, tunnels, bridges and comprehensive utility infrastructure (civils works, district cooling, electrical, water, drainage, gas and telecom services) together with landscaping within the Right of Way, and potential enabling works packages such as bulk excavation, piling, sub-structure, shoring and marine wall construction. The Senior Manager - Infrastructure (Associate Director, client-side) will provide strategic planning and stakeholder coordination, acting as the client-side senior manager to drive successful execution of large-scale infrastructure design and construction projects from design and planning through construction and handover. The role contributes strategic and detailed input for wet and dry utilities, civil works, phasing, diversions, contract packaging, contractor selection, and tendering processes; manages procurement of designers and the design of works (from masterplanning and concept to construction and handover); oversees compliance with technical, regulatory and contractual obligations and approvals; maintains utility trackers for each service and provisioning for each plot in the masterplan; prepares and delivers presentations on infrastructure design and delivery; and coordinates with the clientâs delivery team, Project Management Consultants and Contract Administrators through hands-on site engagement and regular site visits. The position requires authority interface for design approvals and standards, guidance on infrastructure design standards and requirements, technical reviews of consultant submissions, input to tender documentation and contractor assessments, and collaboration with PMC/Cost Consultant site teams on administration of project works. Proficiency in project management, AutoCAD, PowerPoint and Excel is required, with the ability to balance strategic priorities with operational demands, lead consultant teams, and act as a senior internal interface to client-side stakeholders.

- Define project objectives, scope and success criteria in collaboration with organizational leadership.
- Provide guidance and direction on utility design and civil infrastructure, including logistics, packaging, approvals, procurement and buildability.
- Oversee selection of consultants and contractors to align with project goals and quality benchmarks.
- Maintain guardianship of sitewide infrastructure to ensure assets and plots are developed to required standards and provisioning.
- Manage procurement of designers and the end-to-end design process from masterplanning and concept through construction and handover.
- Ensure designs align with the project brief, organizational standards and client expectations.
- Participate in contract negotiations and oversee compliance with technical, regulatory and contractual obligations and approvals.
- Maintain utility trackers for each service and manage provisioning for each plot across the masterplan.
- Prepare and deliver presentations regarding infrastructure design and delivery to stakeholders.
- Set infrastructure design standards and requirements and review/manage designs from consultants.
- Contribute to RFP production for design consultants, conduct technical reviews of submissions, interviews and make recommendations.
- Develop input to tender documentation and assess contractors with recommendations.
- Act as a key point of contact for internal stakeholders and Project Management Consultants, maintaining clear and consistent communication.
- Coordinate with client construction delivery teams, PMC and Cost Consultant site teams in administration and delivery of the works.
- Participate in contractor meetings to review progress and technical matters and support site delivery teams for authority approvals.
- Address concerns, resolve conflicts and ensure stakeholder satisfaction throughout the project lifecycle.
- Conduct regular site visits to maintain intimate knowledge of works and directly interface with contractors and consultants.
Experience & skills
- Bachelorâs degree in Mechanical or Electrical Engineering, or a related field.
- Minimum of 10+ years of experience in utility infrastructure/civil engineering with substantial client-side experience or consultancy leadership of multi-disciplinary design teams.
- Proven expertise in delivering large-scale and high-value infrastructure construction projects from design to completion.
- Demonstrated experience with wet and dry utility design, roads and Right of Way works, and authority interface for design approvals and standards.
- Hands-on experience with enabling works (e.g., bulk excavation, piling, sub-structure, shoring, marine wall construction) is preferred.
- Proficient in project management with the ability to manage contract packaging, tendering, contractor selection and compliance oversight.
- Good standard of AutoCAD and strong skills in Microsoft PowerPoint and Excel.
- Ability to act as client-side manager, lead and manage consultants, and serve as senior internal interface to stakeholders.
- Middle East experience on large-scale projects.
- Fluent in English â spoken and written.
