Job description
The Associate Director ā Wet Utilities Distribution Networks oversees the delivery of wet utilities programs covering potable water, sewage, treated sewage effluent (TSE), and waste management collection and transportation across Red Sea Global projects for The Red Sea Utility Company. The role manages scope, design, construction, testing, commissioning, and performance of distribution system networks under BOOT, PPP, and Design & Build project structures. Responsibilities span strategic planning, functional roadmaps, and operational execution aligned with RSUC and RSG objectives. The mandate includes managing design teams, contractors, technical advisors, independent engineers, and PPP consortia; preparing employer requirements, tender documents, and minimum functional specifications; assessing technical bids; overseeing engineering design, transmission and distribution network development, and waste management collection systems. The role reviews project designs, ensures materials and technical details are validated, verifies regulatory permits are secured, and ensures compliance with contractual requirements. It monitors commissioning phases including 3rd party testing, startup, trial runs, performance tests, reliability tests, and capacity tests before acceptance certificates are issued. The role manages documentation including engineering studies, design reports, technical manuals, and O&M plans, and reviews submissions from technical advisors and independent engineers. It provides technical support across RSUC functions, works with cost management and planning teams, controls budgets, monitors project progress, mitigates project risks, and manages relationships with consultants and subconsultants. Additional responsibilities include leadership of technical teams, performance management, capability development, policy and process compliance, safety and environmental integration, ERM-aligned decision-making, preparation of accurate MIS reports, and driving continuous improvement and adoption of new technologies for sustainable, efficient wet utilities distribution systems. The position requires extensive experience in large-scale sustainable utilities infrastructure projects within KSA or GCC and knowledge of smart sustainable utilities infrastructure.

Key responsibilities
- Contribute to development and implementation of annual business plans and strategic agendas for RSUC Technical Services
- Develop strategic plans and functional roadmaps for wet utilities distribution initiatives aligned with organizational goals
- Ensure strategy is translated into operational plans and monitor performance against functional objectives
- Provide direction to wet utilities distribution networks teams and foster collaboration and continuous improvement
- Manage design, construction, testing, and commissioning teams
- Manage preparation of employer requirements, tender documents, and functional specifications for advisors, consultants, contractors, and PPP entities
- Lead assessment of technical bids and selection of engineering consultants, advisors, independent engineers, contractors, and PPP entities
- Manage engineering design and development of wet utility transmission and distribution networks and waste collection systems
- Develop detailed delivery schedules covering design, construction, and commissioning phases
- Review project designs and validate technical details, materials, and cost planning inputs
- Ensure relevant authority permits are obtained before finalizing wet utilities plans and commencing construction
- Monitor engineering and construction progress to ensure compliance with approved plans and contracts
- Assist in resolving critical issues during design and construction, including claim verification
- Oversee commissioning and testing processes including 3rd party testing, startup, trial runs, performance, reliability, and capacity tests
- Ensure all engineering and technical documentation, reports, drawings, and O&M plans are obtained
- Manage review of technical advisor and independent engineer reports and submittals
- Provide technical support to internal RSUC functions including operations, metering, and new developments
- Review project progress with cost and planning teams to control budget, quality, and schedule
- Manage consultant and subconsultant relationships and oversee quality of work
- Identify, assess, and mitigate wet utility project risks and develop preventative measures
- Contribute to functional budget preparation and monitor financial performance
- Prepare accurate reports and statements to meet corporate and functional requirements
- Manage activities of wet utility technical services teams and ensure efficient execution
- Set team priorities, manage performance, provide coaching, and ensure alignment with RSUC and RSG values
- Identify training needs and provide development opportunities for team members
- Develop and enforce corporate policies, procedures, and standard operating processes
- Ensure timely preparation of MIS statements and reports
- Identify risk areas and develop mitigation measures in line with ERM policy
- Report key business risks regularly to management
- Ensure compliance with safety, quality, and environmental policies and integrate regulatory requirements
- Implement and enforce processes ensuring compliance of systems and infrastructure with regulatory standards
- Drive continuous improvement initiatives for systems, processes, and utility distribution practices
- Implement advanced technologies to enhance utility reliability and efficiency
Experience & skills
- Bachelor's or master's degree in mechanical, chemical, environmental, civil engineering or related field
- Minimum 12ā15 years of relevant experience with at least 3 years in a managerial position in large sustainable infrastructure utilities projects
- Experience in KSA and GCC countries
- Knowledge and experience in smart sustainable utilities infrastructure (preferred)
