Job description
The role manages Fire and Rescue Prepare functions under the Senior Manager of Prepare & Support Services, supporting the establishment and operation of Red Sea Global’s Fire & Rescue Prepare & Support Services team. Responsibilities include delivering high-standard risk and resource planning functions to enhance firefighting and rescue capabilities across all assets. The role requires departmental-level management experience and accountability for the effective delivery of all Prepare functions, including supervising the Prepare team, managing workloads, planning training, overseeing development needs, and ensuring alignment with RSFRS and RSG policies. Duties include maintaining Prepare databases and mailboxes, representing the Prepare unit in management forums, and deputizing for the Senior Manager when required. The role works with internal and external stakeholders to develop solutions to Prepare-related challenges, review and upgrade risk and contingency policies, and represent the organization in local risk and operational policy programs. Responsibilities cover risk planning and horizon scanning, development of risk profiles, collaboration with risk and resilience departments, and ensuring emergency arrangements meet best practice. Additional tasks involve developing emergency response plans, maintaining and testing major emergency plans, coordinating multi-level emergency training, evaluating emergency response capability, managing site emergency simulations, and coordinating the Business Resilience Silver Group. The role also includes contributing to operational policies, ensuring policy accuracy and compliance, preparing reports and MIS statements, applying safety and environmental controls, and driving continuous improvement.

Key responsibilities
- Manage Fire and Rescue Prepare functions and support overall Prepare & Support Services operations
- Act as Prepare representative on RSFRS Prepare & Support Services Management Team and deputize for the Senior Manager when required
- Supervise the Prepare team in planning, training, workload distribution, and development, ensuring alignment with RSFRS and RSG policies
- Manage Prepare databases and mailbox inquiries for effective responses
- Develop relationships with internal and external stakeholders to resolve Prepare-related challenges and improve policies and procedures
- Assist in identifying risks to life, property, and the environment across RSG assets and develop risk profiles
- Collaborate with risk and resilience departments to align risk management, resilience, and business continuity efforts
- Ensure destination emergency arrangements reflect best practice and current developments
- Develop, test, maintain, and improve emergency response plans for all identified emergencies and events
- Ensure RSG destinations maintain accurate and practiced major emergency plans
- Support senior management during crises through advice, coaching, and guidance
- Lead cross-site working groups to resolve emergency planning, mitigation, and response challenges
- Act as reference point for best practices in major emergency management at RSG destinations
- Evaluate emergency response capability through planning and executing realistic emergency simulations
- Coordinate Business Resilience Silver Group actions to ensure proper implementation of emergency management plans
- Create and oversee operational policies in collaboration with fire and rescue directorates to ensure compliance and risk alignment
- Follow all relevant functional policies and prepare MIS statements and reports
- Apply safety, quality, and environmental management controls to meet compliance and service standards
- Identify opportunities for continuous improvement in systems, processes, and practices
Experience & skills
- Hold a bachelor's degree in a related field or Business Administration
- Possess proven departmental-level management experience within a fire and rescue service or similar organization
- Have experience managing and delivering Prepare functions in fire and rescue or similar services
- Demonstrate experience driving organizational change for continuous improvement
- Have a minimum of 10 years' managerial experience in fire and rescue or equivalent operational organizations
