Role within The Red Sea Utility Company (RSUC) Technical Services Division, Wet Utilities Department, supporting the delivery progress of wet utilities programs for distribution system networks within the infrastructure realm of the Red Sea Global (RSG) projects, with emphasis on sustainable infrastructure including potable water, sewage, treated sewage effluent (TSE), and waste management collection and transportation. Assists, oversees and directs delivery progress of distribution system networks and manages scope of work for projects in design and implementation phases across BOOT/PPP and Design & Build projects, ensuring works are executed as agreed in quality, standards, materials, schedule and cost to meet RSUC and RSG business objectives and requirements. Contributes to annual business plan development and implementation and targets/implements strategic agenda for RSUC Technical Services function; develops and implements strategic plans and functional roadmaps for distribution of wet utility initiatives aligned to RSUC goals; ensures wet utilities distribution networks strategy is translated into operational business plans, monitors performance and execution to achieve functional objectives and deliver company strategy; provides direction to distribution networks team and drives collaboration, innovation, and continuous improvement. Manages design, construction, testing and commissioning teams; manages preparation of employer requirements, tender documents, and minimum functional specifications for technical advisors, engineering consultants, independent engineers, design & build contractors, and PPP and contributes to initiating bidding process; manages/supervises assessment of technical bids and leads selection/appointment of engineering consultants, technical advisory consultants, independent engineers, design & build contractors, and PPP consortia/project companies. Manages engineering design and development/delivery of wet utility transmission and distribution networks and waste management collection; develops detailed delivery schedules and roadmaps for design, construction, testing and commissioning phases ensuring time and cost are managed effectively/efficiently; reviews project design to ensure required technical details and materials inputs are obtained from relevant functions and provides inputs for cost planning. Ensures consultants/contractors obtain requisite permits from relevant authorities before wet utilities plans are finalized, tenders issued, and construction works commence on site; ensures engineering design and construction progress complies with approved plans and contract requirements; assists in decisions on critical issues during design and construction, verifies claims for extra work, and coordinates with other RSUC and RSG functions. Monitors commissioning and testing including 3rd party testing, startup test, trail run tests, performance tests, reliability tests, and annual capacity tests to ensure major/main systems and sub systems meet technical and functional specifications and contractual requirements prior to issuing acceptance certificates. Ensures documentation is obtained from consultants/technical advisors/contractors/PPP companies including engineering and technical studies, engineering design reports, drawings, manuals, and operational & maintenance plans; manages review of Technical Advisors and Independent Engineers reports and submittals; provides technical support to RSUC functions including Technology Utilities & Metering, Operations, New Developments, and Commercial Services. Reviews project progress with cost management and planning management teams; monitors and controls projects against budgeted costs, quality, and schedule; ensures project specifications align with tender documents; manages relationships with consultants/subconsultants, plans upcoming works, oversees quality, and recommends measures to meet project delivery dates and technical requirements. Manages identification, assessment and mitigation of project risks using preventative risk methods to avoid delays and added cost; contributes to functional budget preparation and monitors financial performance versus budget to anticipate costs/revenues and identify areas of unsatisfactory performance and improvement opportunities; prepares accurate and timely statements and reports to meet corporate and functional requirements, policy and standards. Leads people management for wet utility transmission and distribution networks technical services team, ensuring efficiency aligned to strategic plans, policies and procedures; supports team building through priorities/objectives, performance management, feedback, coaching, mentoring and development opportunities; identifies training and developmental needs and bridges knowledge gaps. Develops/follows corporate and functional policies, processes, SOPs and instructions to ensure controlled and consistent work delivery; ensures accurate and timely functional MIS statements and reports. Conducts risk management aligned to ERM policy and guidelines and reports regularly on key business risks to management. Applies safety, quality and environmental management policies/procedures/controls to ensure employee safety, legislative compliance, high-quality delivery, and responsible environmental attitude; stays updated on environmental and safety regulations and integrates them; implements/enforces processes to ensure compliance of systems and infrastructure with regulatory requirements. Drives continuous improvement considering international best practice, business process improvement, cost reduction, productivity improvement, and implements new and advanced technologies to enhance reliability and efficiency of utility services. Qualification requirements include bachelor’s or master’s degree in mechanical, chemical, environmental, or civil engineering (or related), minimum 12-15 years relevant experience with 3 years in managerial position, preferably large sustainable infrastructure utilities projects, experience in KSA and GCC countries, and preferred knowledge/experience in smart sustainable utilities infrastructure.

Experience & skills
- Hold a bachelor's or master's degree in mechanical engineering, chemical engineering, environmental engineering, civil engineering, or any related field
- Have minimum 12-15 years of relevant experience including 3 years in a managerial position, preferably in a large sustainable infrastructure utilities project
- Bring experience in KSA and GCC countries
- Demonstrate knowledge and experience in smart sustainable utilities infrastructure (preferred)
- Operate across BOOT/PPP and Design & Build project models, including design and implementation phases, employer requirements, tender documents, minimum functional specifications, technical bid assessment, and bidding process participation
- Be able to manage engineering design, construction, and testing and commissioning including 3rd party testing, startup tests, trail run tests, performance tests, reliability tests, and annual capacity tests leading to acceptance certification readiness
- Ensure permitting readiness by coordinating consultants/contractors to obtain requisite permits from relevant authorities prior to tender issuance and construction commencement
- Apply risk identification, assessment, and mitigation aligned to ERM policy and guidelines and support compliance with safety, quality, environmental management policies, legislative compliance, and regulatory requirements
- Support project controls including budgeted cost monitoring, schedule control, quality control, and alignment of project specifications with tender documents
