The Financial Services Regulatory Authority (FSRA), the independent regulator of financial services within Abu Dhabi Global Market (ADGM), is seeking a Manager â International Affairs to play a key role in advancing its global regulatory engagement strategy. This position supports the Executive Director and the International Affairs Division in strengthening relationships with international regulators, supervisory authorities, multilateral organizations, and global standard-setting bodies. The role is central to reinforcing ADGMâs position as a globally connected, forward-looking international financial centre aligned with the highest international regulatory standards.\n\nThe Manager â International Affairs will contribute to the development, monitoring, and implementation of international cooperation frameworks that enhance supervisory collaboration, regulatory transparency, and cross-border information exchange. Covering a broad spectrum of financial sectorsâincluding asset management, banking, insurance, sustainable finance, fintech, and digital assetsâthe role requires maintaining a comprehensive understanding of evolving international regulatory trends and policy reforms.\n\nA key component of the role involves researching and analyzing global regulatory developments, assessing their relevance to FSRA policy frameworks, and advising internal stakeholders on potential implications. The Manager will draft high-quality briefing notes, policy summaries, meeting records, and background papers to support senior leadership engagement in international forums and bilateral discussions. The role also supports the drafting, negotiation, tracking, and oversight of memoranda of understanding (MoUs) and other cooperation mechanisms with peer regulators.\n\nIn addition, the Manager ensures effective documentation and monitoring of regulatory information exchanges between FSRA and international counterparts, supporting transparency and compliance with cooperation obligations. By maintaining oversight of the global regulatory landscape, the position enables FSRA to proactively engage in policy consultations, contribute to international standards discussions, and anticipate regulatory shifts that may impact ADGMâs jurisdiction.\n\nThis role requires strong analytical rigor, structured research capability, diplomatic communication skills, and the highest standards of confidentiality and professionalism. The successful candidate will operate in a dynamic international environment, working closely with regulators, policymakers, and internal FSRA teams to uphold regulatory excellence and support ADGMâs global positioning as a trusted and progressive financial centre.

Key responsibilities
- Support the Executive Director and International Affairs team in implementing ADGMâs international regulatory cooperation strategy
- Conduct in-depth research and analysis of international regulatory developments across asset management, banking, insurance, sustainable finance, fintech, and digital assets
- Prepare regulatory briefs, background notes, and position papers for international working groups, delegation visits, and multilateral engagements
- Draft accurate and professional meeting records for discussions with domestic and international regulatory counterparts
- Assist in the negotiation, drafting, logging, and monitoring of memoranda of understanding (MoUs) and other cooperation frameworks with international regulators
- Maintain oversight of cross-border regulatory information exchanges and ensure proper documentation and tracking
- Monitor international standards-setting developments and assess their potential impact on FSRA regulatory frameworks
- Support internal FSRA teams by sharing insights on international regulatory trends and proposed policy changes
- Ensure compliance with ADGM Information Security policies, maintaining confidentiality, integrity, and availability of regulatory information
- Undertake additional assignments and analytical projects as delegated by the Executive Director to support strategic objectives
Experience & skills
- Masterâs Degree in Law, Public Policy, International Relations, Finance, Economics, or a related discipline
- Demonstrated experience or technical expertise in regulatory policy, financial services supervision, or international cooperation
- Strong understanding of global financial regulatory frameworks and international standards-setting bodies
- Advanced analytical, research, and critical thinking skills with the ability to synthesize complex regulatory information
- Excellent drafting and written communication skills suitable for high-level regulatory and policy documentation
- Strong organizational skills with the ability to manage multiple tasks and maintain detailed regulatory records
- Ability to engage professionally with international regulators, policymakers, and multilateral institutions
- High level of discretion and professionalism when handling confidential regulatory information
- Strong interpersonal skills and ability to work collaboratively across internal and external stakeholders
