The Senior Specialist – External Programs & Policies operates within a flagship gigaproject under Saudi Arabia’s Vision 2030 initiative that aims to create a world-class entertainment, cultural, and lifestyle destination. The initiative is a multibillion-dollar development involving large-scale infrastructure development, hospitality, retail, and service sectors, which requires strong procurement compliance management and governance frameworks. The role focuses on supporting the implementation and oversight of external regulatory and strategic initiatives associated with procurement and supplier ecosystems. Core responsibilities include facilitating the adoption of Environmental, Social, and Governance (ESG) principles, ensuring adherence to local content requirements, and managing supplier development programs designed to strengthen the capabilities and competitiveness of local suppliers. The position contributes to ensuring compliance with regional regulatory requirements and government mandates, including alignment with ESG policies and directives. The role involves assisting with the development and execution of strategies related to ESG adoption, supplier development programs, and local content initiatives in alignment with Public Investment Fund (PIF), national priorities, and organizational objectives. The specialist also monitors changes in government policies and regulatory frameworks, evaluates their potential impact on procurement and supplier initiatives, and supports the adjustment of internal strategies to remain compliant. Additionally, the role supports the preparation of detailed reports covering ESG implementation, local content adoption, and broader regulatory compliance obligations. Within the supplier ecosystem, the position contributes to designing and implementing supplier development programs and structured plans aimed at improving supplier capability and competitiveness within the project’s supply chain. The role requires collaboration with internal departments to prepare for audits and maintain compliance with mandates, while also coordinating with external stakeholders including government agencies, regulatory bodies, suppliers, and strategic partners. The specialist plays an active role in strengthening collaborative relationships with PIF and government bodies, ensuring that supplier development initiatives, procurement activities, and external programs align with national policies, regional compliance standards, and the overarching strategic objectives of the organization’s large-scale development program.

Key responsibilities
- Assist in developing and executing strategies for the adoption of Environmental, Social, and Governance (ESG) principles, local content requirements, and supplier development programs in alignment with Public Investment Fund (PIF), national, and organizational goals.
- Monitor government policies and regulatory developments affecting procurement, ESG, and supplier ecosystems, evaluate their potential impact on operations, and support adjustments to strategies to maintain compliance with evolving mandates.
- Support preparation of detailed reports covering ESG adoption, local content implementation, and compliance with regulatory requirements and government mandates.
- Support the design and implementation of supplier development programs and structured plans that enhance the capabilities, competitiveness, and participation of local suppliers within the organization’s supply chain.
- Collaborate with external stakeholders including government agencies and regulatory bodies to support supplier development initiatives and ensure alignment with national programs and regulatory expectations.
- Coordinate with internal teams to prepare for audits, ensure procurement compliance management, and maintain adherence to external mandates and regulatory requirements.
- Facilitate collaboration between the organization and external entities including government agencies, suppliers, and other regulatory bodies to support compliance initiatives and strategic programs.
- Foster collaborative relationships with Public Investment Fund (PIF) and government bodies to ensure alignment with strategic objectives, national policies, and regulatory frameworks.
Experience & skills
- Demonstrate at least 4+ years of professional experience in policy governance, regulatory compliance, or supplier development roles, preferably within large-scale projects such as construction, real estate, infrastructure, or urban development.
- Hold a Bachelor’s or Master’s degree in Supply Chain Management, Public Policy, International Development, Business, or a related academic discipline.
- Possess professional certifications such as CIPS (Chartered Institute of Procurement & Supply), CPSM (Certified Professional in Supply Management), or CSCP (Certified Supply Chain Professional), which are preferred qualifications.
- Show proven experience working within cross-collaborative environments and supporting the alignment of differing stakeholder goals with overarching organizational strategy.
- Demonstrate fluency in English and preferably possess proficiency in Arabic to support coordination with regional stakeholders and government entities.
- Exhibit understanding of the local cultural and business landscape in Saudi Arabia, ideally supported by professional experience working within the region.
