Job description
As a Senior Associate in External Audit (IPSAS) at Grant Thornton UAE, the role focuses on public sector engagements in Dubai, delivering independent audits in accordance with International Public Sector Accounting Standards (IPSAS) and UAE regulatory frameworks. The auditor ensures financial statements are prepared using accrual-based accounting, verifies compliance with UAE laws and Ministry of Finance guidelines, evaluates internal control systems, and identifies financial risks with appropriate mitigation strategies. The position supports entities transitioning from cash-based to accrual-based accounting under IPSAS, prepares and presents detailed audit reports to stakeholders and audit committees, and collaborates with finance departments, regulators, and consultants to meet audit objectives. The role requires strong knowledge of IPSAS, IFRS, and UAE financial regulations, proficiency with audit software and financial reporting tools, and contribution to continuous improvement of audit methodology while staying current with IPSAS developments. Engagements are within a large professional services environment serving government and public institutions, with exposure to diverse industries and market-leading practices including PCAOB engagements, and are aligned with Grant Thorntonās Audit & Assurance service line standards.

Key responsibilities
- Perform external audits for public sector entities in compliance with IPSAS and UAE regulations
- Ensure financial statements are prepared using accrual-based accounting standards under IPSAS
- Assess internal control systems and recommend improvements to strengthen control environments
- Verify compliance with UAE laws, Ministry of Finance guidelines, and international accounting standards
- Identify financial risks during audits and propose mitigation strategies to management
- Prepare and present detailed audit reports to stakeholders and audit committees
- Support entities in transitioning from cash-based to accrual-based accounting in line with IPSAS requirements
- Collaborate with finance departments, regulators, and consultants to meet audit objectives and deadlines
- Stay updated on IPSAS developments and contribute to improvements in audit methodology and work programs
Experience & skills
- Hold a Bachelorās or Masterās degree in Accounting, Finance, or a related field
- Possess IPSAS certification (e.g., ACCA Certificate in IPSAS) or be willing to obtain it, with strong IPSAS exposure
- Demonstrate 3ā5 years of external audit experience in the big 10 with public sector and IPSAS exposure
- Show strong knowledge of IPSAS, IFRS, and UAE financial regulations and Ministry of Finance guidelines
- Be proficient in audit software and financial reporting tools to execute and document audit procedures
- Exhibit the ability to interpret complex financial data and apply risk assessment and mitigation within audits
- Manage multiple audits and meet deadlines while ensuring compliance testing and substantive testing quality
- Provide clear written and verbal reporting to stakeholders and audit committees in line with audit deliverables
