Job description
The Stakeholder Manager role within an Engineering, Construction and Infrastructure Development environment is responsible for programme interface management with key stakeholders to secure approvals related to design, construction, handover, and issue resolution within a Project Management Consultancy (PMC) framework. Based in Abu Dhabi, the role supports a diverse portfolio of infrastructure and building projects including transportation networks, utilities, residential housing developments, educational facilities, mosques, and urban infill developments that contribute to the emirateās growth and built environment. Reporting to the Technical Director, the position involves creating stakeholder mapping and developing, monitoring, and updating the Stakeholder Management Plan to ensure effective engagement and communication with government authorities, utility service providers, and other agencies. The role requires deep knowledge of design management, construction management, and civil infrastructure projects, including utilities interface and coordination management. Responsibilities include managing NOCs and permits, attending coordination meetings, maintaining stakeholder records, and ensuring that stakeholder issues are identified, mitigated, and resolved without impacting project schedules. The position also involves supporting technical teams, delivery managers, design consultants, and contractors in resolving interface issues, preparing recommendations to improve communication and approval procedures, and ensuring alignment with programme schedules. The candidate must possess extensive experience in stakeholder relationship management, particularly within Middle East projects and Abu Dhabi authorities, along with fluency in Arabic and English to effectively manage communications and approvals across multiple stakeholders and agencies.

Key responsibilities
- Create stakeholder mapping and develop, monitor, and update the Stakeholder Management Plan to ensure structured stakeholder engagement, effective communication, and alignment with programme objectives across all infrastructure and building projects
- Manage programme interface with key stakeholders by coordinating approvals related to design, construction, handover, NOCs and permits, ensuring timely resolution of issues and preventing delays in project schedules
- Develop and maintain relationships with government authorities, utility service providers, and other stakeholder agencies to enable effective communication and collaboration between stakeholders and the client programme team
- Support Technical Team and Delivery Managers by driving resolution of infrastructure and building project issues through stakeholder agencies, ensuring alignment with project timelines and delivery objectives
- Develop detailed understanding of stakeholder processes, requirements, and challenges to tailor project delivery approaches and ensure efficient approval and coordination workflows
- Identify and communicate stakeholder issues by providing feedback with proposed mitigation strategies to the PMC team, ensuring that risks are managed and appropriate timescales are incorporated into project schedules
- Attend coordination meetings with stakeholders and communicate issues to relevant managers while facilitating discussions to resolve conflicts between stakeholders, design consultants, and contractors
- Maintain comprehensive records of stakeholder concerns, actions, owners, and due dates to ensure accountability, traceability, and effective follow-up of all stakeholder-related activities
- Prepare recommendations to improve stakeholder communication processes, approval procedures, and coordination mechanisms to enhance efficiency and reduce project delays
- Support resolution of interface issues between stakeholders, design consultants, and contractors across infrastructure and building projects, ensuring seamless integration of design and construction activities
Experience & skills
- Hold a BSc degree in construction management, engineering, architecture, or equivalent to support technical understanding of infrastructure and building projects
- Demonstrate a minimum of 15 years of overall relevant experience in construction, engineering, or infrastructure programme environments with exposure to stakeholder management and project delivery
- Possess at least 5 years of experience in a similar Stakeholder Manager or interface management role within large-scale projects or programme management consultancy environments
- Have a minimum of 5 years of experience working in the Middle East, with strong familiarity with regional regulatory frameworks and stakeholder engagement practices
- Demonstrate knowledge of design management and construction management processes across buildings and civil infrastructure projects, including utilities interface and coordination management
- Possess experience in dealing with government authorities and utility service providers, with preference for experience working with Abu Dhabi authorities and approval processes
- Exhibit proficiency in stakeholder management including developing stakeholder relationships, managing approvals, and resolving issues across multiple agencies and project stakeholders
- Demonstrate fluency in Arabic and English languages, both written and spoken, to effectively communicate with stakeholders, authorities, and project teams
- Show capability in managing NOCs and permits processes, ensuring compliance with regulatory requirements and timely approvals for project execution
- Possess strong planning, organizing, and HSE awareness capabilities to support safe, compliant, and efficient project delivery within infrastructure and construction programmes
