The Senior Vice President, Public Sector – EEMEA at Mastercard is responsible for leading the regional government strategy, execution program, and commercial growth agenda across the Eastern Europe, Middle East, and Africa region. The role focuses on building durable relationships with government agencies, accelerating the transition to digital and cashless ecosystems, and driving financial inclusion, citizen service efficiency, and inclusive economic growth. The position requires developing a regional go-to-market strategy for the public sector, prioritizing markets, clients, and solution opportunities, and aligning global, regional, and local resources to ensure execution of strategic initiatives. The SVP is accountable for identifying and pursuing large-scale government transformation opportunities including digitalization of government flows, infrastructure partnerships, transit systems, and tourism initiatives while driving revenue expansion and market relevance. The role involves leading senior government engagement at civil servant and political executive levels, negotiating complex deals, and supporting country managers in closing strategic opportunities. The SVP also oversees a regional team of senior government specialists, providing coaching, talent development, and capacity building while fostering a community of practice across markets. The role ensures alignment between Mastercard’s global product and service capabilities and regional government needs, leveraging data insights, digital tools, and consultative selling methodologies. Additionally, the SVP represents the public sector within regional executive leadership, coordinates cross-functional collaboration across legal, product, services, and operations teams, and ensures execution of high-impact programs across EEMEA while maintaining Mastercard’s mission of building a secure, inclusive, and digital economy.

Key responsibilities
- Develop and execute the regional public sector strategy across EEMEA, including prioritization of markets, government clients, and solution opportunities aligned with digital transformation and financial inclusion objectives
- Drive regional go-to-market programs focused on government digitalization, cashless ecosystem development, and large-scale public sector transformation initiatives
- Identify and pursue major government opportunities including digital government flows, infrastructure partnerships, transit systems, tourism initiatives, and national transformation programs
- Lead senior-level engagement with government executives and civil servants to develop strategic relationships, negotiate complex deals, and secure large-scale commercial agreements
- Align global, regional, and local Mastercard resources including product, services, legal, and delivery teams to execute public sector strategy and achieve revenue targets
- Lead and develop a regional team of public sector experts through coaching, talent management, and performance development to enhance execution capability
- Establish regional governance structures and community of practice to share best practices, drive alignment, and enhance execution consistency across markets
- Represent the public sector business within regional executive leadership, contribute to strategic decision-making, and support cross-functional collaboration for major initiatives
Experience & skills
- Demonstrate extensive experience working with government agencies and senior public sector stakeholders in transformative digital or operational initiatives
- Possess proven track record of leading and closing large-scale, complex government deals within regional or multinational environments
- Exhibit strong consultative selling expertise with deep understanding of financial services, digital solutions, and public sector transformation
- Demonstrate ability to operate across cross-functional, regional, and global teams in complex matrix organizations
- Show strong leadership experience managing senior teams and driving performance across multiple markets and geographies
- Exhibit exceptional stakeholder management, negotiation, and executive communication skills including engagement with C-level and political leaders
- Demonstrate ability to drive revenue growth, strategic alignment, and execution of large-scale regional programs
- Maintain English fluency with additional regional language skills considered advantageous and willingness to travel extensively across EEMEA and globally
