Job description
The Business Development Manager role at Marafiq is responsible for managing business intelligence activities and development projects to drive sustainable and profitable growth across the utilities portfolio. The position focuses on identifying, evaluating, and implementing development initiatives that stimulate business expansion and revenue growth within the Utilities industry, including potential exposure to Oil & Gas-related utilities. The role leads feasibility studies, business planning, and opportunity assessments, guides senior financial analysts in market and project evaluation, and supports strategic decision-making through detailed financial, operational, and technical analysis. The role also represents Marafiq externally, builds strategic alliances, manages stakeholder relationships across government entities, investors, and private sector partners, and ensures smooth handover of developed opportunities to project delivery and operations teams, while maintaining compliance with policies, procedures, and health, safety, and quality standards.

Key responsibilities
- Manage business intelligence activities and development projects to support sustainable and profitable growth of the utilities portfolio
- Lead and develop the section team through recruitment, performance management, succession planning, and capability development
- Oversee daily operational activities of the section to meet performance targets and standards
- Contribute to sectional budget development, monitor financial performance, and control expenditure within approved limits
- Develop and maintain feasibility studies for new markets and projects within the Utilities industry
- Guide senior financial analysts in conducting financial, operational, and technical evaluations of business opportunities
- Identify, evaluate, and pursue new business opportunities to support rapid expansion and revenue growth
- Represent the company externally to strengthen corporate profile and maximize business development opportunities
- Build and manage strategic relationships, alliances, and stakeholder networks to support market penetration
- Prepare detailed business plans for potential opportunities in collaboration with business units and departments
- Oversee organic growth initiatives aligned with corporate growth objectives
- Manage effective handover of approved opportunities to project delivery and operations teams
- Present feasibility outcomes, business plans, and opportunity updates to management and stakeholders
- Contribute to the development, communication, and implementation of policies and procedures
- Ensure compliance with health, safety, quality, and legislative requirements
- Drive continuous improvement initiatives focused on process optimization, cost reduction, and productivity enhancement
Experience & skills
- Hold a Bachelor’s Degree in Business Administration, Marketing, or Investments; Master’s degree preferred
- Demonstrate a minimum of 10 years of professional experience, including at least 5 years at a supervisory level
- Exhibit experience within the Utilities sector or Oil & Gas-related businesses
- Demonstrate proficiency in English and Arabic
- Exhibit strong experience in feasibility studies, business modelling, and investment evaluation
- Demonstrate capability in budget management and financial performance monitoring
- Possess strong proficiency with ERP systems and Microsoft Office tools including Excel, PowerPoint, Visio, and Word
- Demonstrate strong influencing, negotiation, strategic thinking, and decision-making capabilities
- Exhibit experience engaging with government entities, investors, business associations, and private sector partners
